Seek Human Lend-Lease
In Aid to Israel Program

NEW YORK, (JTA)-Stimula-
tion of a "lend lease of human
resources" from America to assist
the state of Israel in integrating
hundreds of thousands of new
immigrants and strengthening
its economy was proposed by
Rabbi Samuel Wohl, of Cincin-
nati, at the Second National As-
semly for Labor Israel.
Speaking before more than
300 delegates who came from all
over the United States, Rabbi
Wohl, chairman of the - Assem-
bly, declared that American skill
and "knowhow" are indispen-
sable for the greater absorption,
the progress and the rapid de-
velopment of Israel. He proposed
that Americans with the neces-
sary skills go to Israel for a year
or two to help Israel "provide
opportunities for bread and
work," and to establish educa-
tional, religious and cultural in-
stitutions.
Israel Ambassador Abba S.
Eban, who was scheduled to de-
liver the keynote address, was
unable to attend and was re-
placed by Avraham Harman of
the Israel legation in this city,
who described developments in
the Jewish state and stressed
the contribution of American
Jews to Israel and the develop-
ment of its institutions.
In a message to the meeting,
Ambassador Eban said that "it
is a source of encouragement
and inspiration to us to feel
that the spontaneous sympathy
of the American people which
attended Israel in its struggle
for physical survival and politi-
cal recognition continues to
abide with us."

Davis Appointed U. S.
Ambassador to Israel

WASHINGTON, (JTA)-James
G. McDonald, retiring Americari
Ambassador to Israel, will be re-
placed by Monnet B. Davis, now
Ambassador to Panama, it was
reported by informed sources
here.
Ambassador Davis' name has
been submitted to Israel in
keeping with customary pro-
cedure of first asking a country
if it is willing to receive a par-
ticular ambassador. Davis, 57,
has served in the American For-
eign Service since 1917. Because
the nomination is still in the
process of being forwarded
through official channels, neith-
er the Israel Embassy nor the
State Department will comment
officially.
Israel Foreign Minister Moshe
Sharett bade farewell to Secre-
tary of State Dean Acheson in
a visit to the State Department.
He said that the purpose of his
visit was to introduce to the
Secretary Israel Minister Pleni-
potentiary Theodore Kollek.

JERUSALEM-An order rescinding all restric-
tions on the entry of food parcels from abroad for resi-
dents of Israel was signed Tuesday by Pinhas Lubianik=
er, Minister of Agriculture. The Israel Minister also
rescinded all restrictions on. the quantity of food that
may be brought into the country by immigrants.
The Chamber of Commerce in Tel Aviv passed a
resolution urging the government to adopt a more.
liberal economic policy. The resolution criticized the
government's system of facilitating the importation of
goods from abroad.

Israeli Must Turn in
Foreign Securities

JERUSALEM,

(JTA) - Israel's
official gazette published a de-
cree ordering Israeli citizens
who hold foreign securities pay-
able in American or Canadian
dollars to turn them in for con-
version to Israel pounds or gov-
ernment bonds within a week.
The American and Canadian se-
curities are to be turned over
to the Anglo-Palestine Bank,
now known as the Israel Na-
tional Bank.

Union's propaganda mouthpiece,
"Red Fleet," the Navy news-
paper, fired a heavy broadside

Honors McDonald on His
Departure for the U.S.

TEL AVIV, (JTA)--A farewell
dinner honoring James G. Mc-
Donald, U. S; Ambassador to Is-
rael who is retiring from his
post, was given by the Foreign
Ministry here. The affair, which
was presided over by Minister
of Labor Golda Myerson, was
attended by the entire diplo-
matic corps, members of the .Is-
rael Cabinet and high Israel of-
ficials.
"Reluctantly I leave Israel,
but I sincerely hope to return
sooner perhaps than it is gen-
erally believed," Mr. McDonald
said at a farewell party tender-
ed him by the Israel-American
Friendship Association.
