The vote was 19 to 10. Dr. Heitler'smessage was sent with- out the knowledge of the council. Dr. Heitler, a Communist, is chairman of the council at this time under a rotational arrange- ment with the other two parties in the council—the Zionist and the Socialist. Each group pro- vides a chairman for an eight- month period. The Zionists and the Socialists have decided to press for Dr. Helper's resign,A- tion as chairinan.
