Bldg.—Phone WO. 5-1155 Detroit, Michigan, November 17, 1950 .44007 WA Launches Emergency Drive For $50,000,000 in Cash Before End of 1950 in New Rescue Move For the first time in its 12-year history, the United Jewish 'Captain Toy' Appeal on Sunday launched a short-term emergency campaign to raise $50,- 000,000 in cash before the end of 1950 to effect the immediate rescue of large numbers of Jews from eastern Europe, Iraq and Iran whose legal right to leave for Israel may be withdrawn at any time. . Henry Morgenthau, Jr., general chairman of the United Jewish Appeal, emphasized that both the Jewish Agency for Palestine and the Joint Distribution Committee, which receive their funds from the United Jewish Appeal, are without resources necessary to carry them through the "critical winter months that lie ahead." He explained that the United Jewish Appeal has exhausted the budget allotted for trans- portation and that unless new funds are realized within the next 50 days • it will be impossible to continue large-scale transports to Israel from Eastern Europe and Moslem countries. At present, between 18,000 and 20,000 Jews from all parts of the world are being moved to the Jewish State each month. The great majority of these immigrants come from Romania and Iraq. Mr. Morgenthau stated • that the UJA had interpreted as "a man- date from the entire American Jewish community" the decision un- animously adopted by the more than 1,200 leaders of 45 major Jewish organizations and 500 local Jewish communities at the recent Nation- al Planning Conference-calling for an emergency campaign. He warned that the approach of winter had aggravated the position of many Jews in Arab . countries who, in anticipation of their scheduled de- parture for Israel, had sold their hornes and possessions. He cited the case of 4,000 Jews in Teheran who, having sold their homes, were living in makeshift tents in the only Jewish public property in Tehe- ran—the Jewish cemetery. $3.00 Pei Year; Single Copy. 10c 300,000 Voters In Israel Give Edge To Mapai Party Direct JTA Teletype Wire to The Jewish News JERUSALEM—Nearly 300,000 persons, about three-quarters of the eligible electorate, cast their ballots in Israel's municipal elections Tuesday. A total of 527 municipal councillors were elected by direct, secret ballot on the basis of a proportional representation system. Early reports of the election indicated that the Mapai labor party has been the edge by the voters; that a majority of the councilors in Tel Aviv may be members of Mapai and that Israel Rokach may therefore be defeated for the Mayoralty of Tel Aviv. The number of slates in the field varied from city to city and from region to region, extending all the way from a single list in some regions to as many as 14 in Jerusale,m. Tel Aviv had 13 competing parties, Haifia 10 and Tiberias seven. The cost of the elections must be borne locally and Jerusalem has set a top limit of 24,- 500 pounds, while Haifa will spend 12,000 pounds and Tel Aviv's budget is unlimited. President Chaim Weizmann cast his ballot in Rehovot, prior to commencing a four-day tour of the country. Premier David Ben-Gurion voted in Tel Aviv. In Jerusalem the special registration cards were put to an additional use. They will be used as a census index to record changes in the Jewish population and to obtain official records of recent newcomers. In addition to the 43 constituencies where the municipal elections were held, /there are 35 regional councils, comprising 400 villages, where local elections are scheduled for next May. The municipal net-work counts more than 1,000,000 resi- dents as compared with 550,000 under the British Mandate. Minister of Interior Moshe Shapiro revealed that local elections in Arab vil- lages in Israel, now under military administration, will take place within a year.
