According to behind-the-scene UN sources the Vatican has re-
treated from its position on strict internationalisation of Jeru-
salem . . . Arab delegates at the UN have been hinting Soviet
Russia will revert to its former position on the Jerusalem issue.
This was categorically denied by a high Soviet diplomat . . . There
are indications however that the Soviet bloc may go along with
the Arabs on the question of' the repatriation of Arab refugees to
Israel on the ground that the return of the refugees can no longer
be considered a threat to Israel's security.
