Court of Restitution Appeals, it
was stated by an American
spokesman.
The American court, in a de-
cision reversing a Bavarian Ger-
man court, decided that Jews
forced to sell jewelry and other
valuables to municipal pawn-
shops during the Nazi regime
may recover the true value of
the items from the municipality
involved. The American spokes-
man, however, would attempt no
estimate of the amount involved.
The case tried in Frankfort,
involved the claim of Mrs. Rosa
Moschkowitz, who was compelled
to sell family silverware to the
Nuremberg pawn shops. The mu-
nicipality's defense in the case
was that it had accepted such
items as an agent for the Nazi
Government and was not re-
sponsible for the losses inflicted
on the Jews.
The American court ruled that
the municipalities could not hide
behind the Hitler regime and
must compensate the victims. It
ordered the German court to re-
convene and set a value on the
objects confiscated from Mrs.
Moschkowitz. Pointing out that
in the case of such forced sales
the money received by the vic-
tims was almost invariably plac-
ed in blocked accounts, the
American court labelled the en-
tire procedure "wholesale rob-
bery."

Austrian Jews Protest
Neo-Nuremberg Law

VIENNA, (JTAT-A Jewish
protest meeting was held here
Aug. 30 against a measure be-
fore the Austrian Parliament
which provides. for confiscation
of all Jewish-owned land not
managed directly by the owners
themselves.
The bill also calls for the cre-
ation of a fund from Jewish
property for which no heirs can
be found, the proceeds to be used
to compensate those people who
had to surrender Jewish prop-
erty to their original owners.
Pointing out that there is a
great deal of this type of prop-
erty as a result of the slaughter
of the Jews by the Nazis, the
sponsors of the rally declared
that the proposals would amount
to "a 1950 edition of the Nurem-
berg racial laws" under which
Jews in Nazi Germany were per-
secuted. The proposal is being
supported by some Socialist and
People's (Catholic) ', arty mem-
bers of the Austrian Parliament.
There has been no indication
that a majority of M.P.'s favor
it.

Government to Tax
Israelis Going Abroad

JERUSALEM (JTA)-A tax on
persons travelling abroad will be
submitted to the Israel Parlia-
ment for approval, it was de-
cided by a Cabinet meeting. The
Ministers also formed a com-
mittee to investigate the possi-
bilities of stone quarrying in the
Negev. A committee to make
recommendations concerning the
manner of releasing property
now held by the government as
custodian for Arabs who aban-
doned it but did not flee the
country was named, as was a
council to handle former Ger-
man property in Israel.
In addition, various Ministers
reported on the current inter-
national political situation, the
agreement reached last night
between the government and
the teachers' union and a pro-
posal to halt traffic in Jerusalem
on Saturday.

More Jews in Farming,
Society Report Shows

Dr. Gabriel Davidson, execu-
tive head of the Jewish Agricul-
tual Society, in his report cov-
ering the 50 years • of the Soci-
ety's life, says "that the Society's
50th year was the most active in
its history."
The Society guides and aids
Jews who desire to go into farm-
ing. In 30 years since 1919, when
its farm settlement program got
into full swing, 30,458 people
came to the Society for settle-
ment advice and guidance, and
3,020 familieS, representing close
to 20,000 individuals were estab-
lished on farms in 18 states.
Last year 271 families were
settled on farms in California,
Connecticut, Indiana, Maine,
Massachusetts, Michigan, New
Jersey, New York and Ohio. Ac-
cording to the Society's records
only 132 of the 1209 families set-
tled during the past ten years
are reported as having left their
farms, a record that compares
more than favorably with mor-
tality rates in business.
