Civil Rights Leadership

WALTER H. BIERINGER, Massachusetts State Commis-
sioner for Displaced Persons and president of United Service
for New Americans, at, the former Dauchau concentration
-camp in Germany, before a monument to the six million Jews
killed by the Nazis. With him is ANN PETLUCK, charman of
the Technical Committee of the DP Commission and director
of the Migration Department of USNA. Bieringer, Miss Petluck
and Arthur Greenleigh, executive director of USNA, were
members of the DP Commission Advisory Council which re-
cently returned from a three-week tour of DP installations in
Germany and Austria.

Officers of seven major Jew-
ish organizations, in combina-
tion with 15 other national or-
ganizations, condemned the Mc-
Carran, Mundt-Ferguson and
Wood "Communist control" bills
and urged the House and Senate
leaders to substitute legislation
"in the spirit of the President's
message on national security"
when the anti-subversive mea-
sures come up for action in both.

In a statement signed by the
officers of 22 national organiza-
tions and issued by the Nation-
al Civil Liberties Clearing House
in Washington, the organiza-
tions said the McCarran and
related bills are "ostensibly
written to meet the Communist
threat to our national security,
but they will not do that job."

Magnuson and Rep. • Emanuel
Celler "more adequate to pro-
tect the country against secur-
ity threats while maintaining
conformity to traditional Amer-
ican guarantees of individual
freedom."
Signers said they are "con-
scious of the need for adequate
security measures, united in op-
position to all totalitarian poli-
tical movements and committed
to the preservation of the demo-
cratic way of life at home and
abroad," but that they are "un-
alterably opposed"• to subversive
control bills which are "discrim-
inately repressive."

Telegrams to Senators Fer-
guson and Vandenberg urging
them to oppose the Mundt-Fer-
guson and McCarran anti-sub-
versive bills were sent by Mrs.
Samuel Green, president of the
Michigan Council of the Ameri-
can Jewish Congress. Her wires
stated:
"The American Jewish Con-
gress is opposed to Communism
and Fascism and conscious of
the need for adequate internal
security measures. We are op-
posed to these bills because
they unconstitutionally limit
the rights of free speech and
association. We urge that you
use your influence to unalter-
ably oppose passage of these
bills."

French Grant Israel
$15 Million Loan

TEL AVIV,(JTA)— The French
Government initialed a $15,000,-
000 loan to Israel. The loan was
granted as a result of negotia-
tions conducted in Paris.

WJC Offers Germans
use Koch Witness

World Jewish Congress has been
informed by the U. S. Depart-
ment of the Army that its pro-
posal to send a number o_f wit-
nesses from the United States
to Germany in connection with
the forthcoming use Koch trial
has been submitted by the Ger-
man prosecutor to the European
Command, and was being con-
sidered by the Office of the
High Commissioner in Western
Germany.

NEW YORK. (JTA) — Gover-
nor Thomas E. Dewey of New

York was honored for his "lead-
ership in making civil rights a
reality in New York State" with
a citation presented by the New
York chapter of the American
Jewish Committee.

Restored by Germans

FRANKFURT, (WJA) — T h e
Great Synagogue of Frankfurt,
destroyed by the Nazis in Nov.,
1938, has now been restored by
the Government of Hesse with
the assistance of the foremost
architects and experts.
The restored synagogue will be
the largest and most represen-
tative synagogue of present-day
Germany. It is to be inaugu-
rated by the Frankfurt Jewish
community on Sept. 6 and it is
expected that delegations from
other larger Jewish communities
in Germany will participate.

from Italian sources that an
Australian plan providing for
the immigration of 50,000 Itali-
ans a year has been "welcomed
in Washington" and that the
Italian Treasury has been given
power to draw currency for the
employment of "Italian tech-
nicians and workers in the Ar-
gentine" have caused concern in
Jewish circles.
