After prolonged negOtiations
between the Coordinating Coun-
cil on Human Relations of the
Mayor's Interracial Committee
and the officials of the Michigan
Unemployment Compensa ti on
Commission and the Michigan
State Employment Service, the
latter agreed to remove the race
designation from applicants'
cards filed with the State Em-
ployment Service.
Spokesman for the State Em-
ployment Service was Harry C.
Markle, executive director of the
Michigan Unemployment Com-
pensation Commission; and the
spokesman for the Coordinating
Council on Human Relations was
B. M. Joffe, executive 'director
of the Jewish Council who also
represented the Michigan Com-
mittee on Civil Rights.
Two years ago the Michigan
State Employment Service re-
moved religious and nationality
designations from the initial ap-
plicants' cards. However, in
some instances applicants used
to fill in "Jewish" in the space
provided for answering as to
race of the applicant. The Co-
ordinating Council on Human
Relations felt that the presence
of a race designation on the
forms used by a state agency
inevitably led to discrimination
in hiring.
Mr. Markle, in his letter to
Joffe, states: "Instructions have
been issued to all branch offices
in the state to blot out the space
designating color and race on all
application cards."
Other organizations represent-
ed on the Coordinating Council's
delegation to negotiate for the
removal of race designation were
National Association for the Ad-
vancement of Colored People,
State CIO, Urban League, Anti-
Discrimination Department of
UAW-CIO and Ford Local 600 of
UAW-CIO.
