His Work With the ZOA

Subsequently he s e r v e d as
acting editor of the New Pales-
tine under Louis Lipsky and
later as associate to the na-
tional secretary, Morris Mar-
gulies.
In 1940, when national ZOA
headquarters were transferred
to Washington, Mr. Barbarash
was named head of the Public
Relations Department. He also
served as ZOA education di-
rector and director of the pub-
lic a ti on s department; was
secretary of the ZOA War. Bond
Drives during World War II
when, under the chairmanship
-of Edmund I. Kaufmann and
Judge Morris Rothenberg, a
total of $200,000,000 worth of
bonds were sold. He was cited
by the U.S. Treasury Depart-
ment for his services to the
drive.
Upon the death- of Simon
Shetzer, ZOA Secretary, in 1944,
Mr. Barbarash for a time acted,
together with Saul Spiro as na-
tional ZOA co-secretary. He
also was acting ZOA secretary
in 1946 after the resignation of
Mr. Spiro.
In June 1944 he founded the
News Reporter issue of the New
Palestine. It met with such
success that the New Palestine
was converted to similar for-
mat. The ZOA News Reporter
was revived last year as a sepa-
rate publication.
Mr. Barbarash has authored
and edited countless publica-
tions.
Considered one of the fore-
mast authorities in the public
relations field, Mr. Barbarash's
work was cited by N.Y. Times
reporter Albert J. Gordon, in
a lecture at the New School for
Social Research.
He served under 12 presidents
beginning with Louis Lipsky.
For years he was a staunch
proponent that the ZOA execu-
tive staff be placed on a civil
service basis.
