Lack of Hard Currency Is Israel's
Major Problem, Leon Kay Reports

Leon Kay, nationally promin-
ent Zionist, upon _ his return
from Israel where he visited for
the second time in a single year,
stated on Tuesday that he was
deeply moved by the devotion
with which the builders of the
Jewish state are carrying out
their duties.
"In spite of theTheavy influx
of immigration and the lack of
funds, the work goes on," he
stated. "The brave Israelis do
not permit anything to stand in
their way. It is disturbing, how-
ever, to see how they are
pressed to the wall for lack of
hard currency. If we could only
raise all the funds that are
asked by the United Jewish Ap-
peal, the problem would be half
as pressing."

Mr. Kay declared that he be-
came convinced again that pri--
vete investments must play a
leading role in Israel's upbuild-
ing. He said that leading Amer-
ican firms—mostly non-Jewish
—are coming in to Israel with
plants and industrial projects
