Mayer that it was of crucial importance to formulate a program for the building of a free Germany which will add strength to European democ- racy, and reinforce effective opposition to all forms of totali- ta rianism. Scoring the premature release of power to the Germans over their political economic a n d educational life, Mr. Mayer as- serted "the Allies can no longer command; they can only ex- hort and try to persuade.' Mr. Mayer charged that we are making concessions to the Germans and building up their industrial potential which can easily be converted into a war potential in the conviction that in any future emergency they will be on our side.. "We are making an error," he declared, "for which our: children may pay with their lives if we per- mit any remilitarizatiun of Ger- many." Ml•. Mayer stated: "We have the utmost faith in High Com- missioner McCloy's high ideals and genuine zeal for humani- tarian causes.
