Submit Plan on Human
Rights Violations to UN
LAKE SUCCESS (JTA) — A
new proposal for international
appointment of high commis-
sioners to handle petitions on
violations of human rights, pre-
pared by the Consultative Coun-
cil of Jewish Organizations, was
presented to the United Nations
Human Rights Commission.
The plan is described as a
compromise in the face of an
apparent majority in the Coin-
mission for a system of appeal-
ing violations by governments
only. The Commission is in the
process of writing an interna-
tional covenant on human rights
and the question of implemen-
tation of this instrument is re-
garded by • m o s t interested
groups as the decisive issue.
JCRS Institute Works -
To Preserve Humanity
The ten-mile mercy dash of
two Jewish Consumptive Relief
Society employees, in a success-
ful effort to secure blood for a
patient undergoing a delicate
operation, was told by Dr. Lewis
I. Miller ; president of the insti-
tution.
The blood was secured from
the Colorado General Hospital,
located nearby the Denver sani-
torium and the patient saved.
More than the nine pints needed
for that one operation could
have been obtained.
This was just one of the many
occasions in which the non-sec-
tarian, non - profit institution
served humanity.

Israel Considers New
Plan for Absorption
TEL AVIV (ISI)—A new plan
for the settlement of immigrants
is being considered by the Jew-
ish Agency in Israel by which
immigrants will no longer spend
time in reception camps, but
will be absorbed immediately in
tent villages which would be set
up throughout the country.
The plan is expected to go
into operation with the arrival
of the next ten thousand fami-
lies. Half of them will be set-
tled in these new tent camps,
probably in the Upper Galilee.
It is hoped that hundreds of
them will make the area their
permanent home.
The other five thousand fami-
lies will be absorbed into work
villages which may later develop
into permanent settlements.
