WASHINGTON—During recent
weeks Zionists have found a
growing challenge in Washing-
„ ton as an intense Arab propa-
ganda campaign begins to pay
off.
While a number of distin-
guished members of Congress
have asked Secretary of State
Dean Acheson to review his at-
titua toward the Near East
arms race, many other legisla-
tors lack a full understanding of
the situation. Some seemed to
have the false impression that
Israel has moved into Moscow's
orbit; others asked why. Israel
won't respect the United Nations
on the internationalization of
Jerusalem; and there were yet
others who blamed Israel for the
fate of the Arab refugees.
The Arab propaganda ma-
chine is riding. up Capitol Hill
in high gear.- Everywhere' one
finds distortion and doubt im-
planted in the minds of Con-
gressmen and- government offi-
cials by skilled American propa-
gandists paid by the Arabs.

Those Congressmen who spoke
up for Israel, in connection with
the arms affair all seem to rep-
resent districts which include
large Zionist groups. Outside of
the Jewish representatives who
usually advance Israel's cause,
those who sounded - off were all
from New England. Southern-
ers, Westerners, and many mid-
western Republicans either ex-
pressed disinterest in the situ-
ation or asked sharp questions
which indicated bias. Rep. James
E. Van Zandt, a Pennsylvania
Republican, openly advocated
that the U. S. arm Egypt and
criticized the Zionist "pressure
group.” Van Zandt's constitu-
ency, around Altoona, is largely'
Catholic. He Was three times
national commander-in-chief of
the Veterans of Foreign Wars.

At least one top-flight pub-
lic relations firm, located in
the National Press Building,
daily fills the mails with pro-
Arab publicity. The mail sacks
are , heavy between the Arab
embassies and tlot offices of
the Holyland Emergency Liai-
son Program (H.E.L.P.). From
these and other pressure
points there is an endless
stream of anti-Israel propa-
ganda flooding into Congres-
sional mailboxes. A n d , as
many know, J e wish anti-
Zionists are the source of
some of the most harmful
calumny.

Many Zioniits, it seems, are
bewildered by the Near Eastern
arms race. Mis-understanding
arose from a State Department
announcement that Israel has
received more American arms
than any Arab state. The truth
is that, while Israel has been
getting a carefully-controlled
trickle of airplane parts and
other material, this aid has
been .insignificant compared to
the deluge of heavy munitions
poured into the Arab states by
Great Britain and other West-
ern European powers.
Why should the Arabs pay

trans-Atlantic freight charges
when they can get the same
munitions directly from Brit-
ain and other. European coun-
tries which ape supplied by
the U. S. under the Atlantic
pact?

Israel's finances, already badly
depleted by the development of
the country and absorption of
the continuous flow of arrivals,
suffered added strain from the
expensive arms race.

nitions ships ploughed through
the Mediterranean, the State
