Dangers of Mundt Bill
Editor, The Jewish News:
I know that you would like
to bring to the attention of your
readers the dangers of the
Mundt Bill which has already
been approved by the Senate
Judiciary Committee and is now
on the legislative calender. The
danger of the passage of such a
bill is real, and only the clear
expression of public opinion, ris-
ing above the clamor of the pre-
4vaiiing hysteria, can prevent its
enactment.
The bill provides severe penal-
ties for anyone found guilty of a
conspiratory agreement to per-
, form an act "substantially con-
tributing" to the establishment
of a "totalitarian dictatorship."
The vagueness of the bills pro-
visions would make it impossible
for any citizen to know whether
or not he is violating the law.
He might be guilty of "substan-
tially" contributing to the estab-
lishing of a dictatorship if he
takes a position which happens
to be similar of that of the
Communist Party. Thus the mere
fact that the Communist Party
may advocate rent control, or
certain social welfare legislation,
would make it highly dangerous
for any other group to advocate
such measures.
Lgelislation such as the Mundt
Bill would become an effective
means for curbing the advocacy
of any progressive cause and for
stifling the expression of any un-
popular views. It incorporates
the highly dangerous and un-
constitutional provision of "guilt
by association. The Mundt Bill
is aimed not only at subversive
activity but menaces basic
American freedoms and Ameri-
can constitutional practices.
