Israel Has Deficit in Trade Balance;
Arab Broadcast Condemns Ex-Multi

JERUSALEM, (JTA)—The Israel government's budget for the
next fiscal year was approved by the Cabinet and will be sub-
mitted to the Parliament before April. The Cabinet also ap-
proved an Israel trade agreement with the Netherlands.

An announcement by the Ministry of Finance stated that
Israel's trade balance for 1949 showed a deficit of about $215,-
600,000. Goods imported during the year amounted to 87,700,000
Israel pounds, while exports totalled 10,600,000 pounds.

The Cabinet appointed a Ministerial committee comprising
Premier David Ben Gurion, and the Ministers of Religion and
Education who, in conjunction with the Hebrew University, will
Seek to secure photostatic copies of "rare and unique books and
manuscripts of Jewish history and concentrate them in Israel."
The present situation regarding education in the immigrant re-
ception camps was also discussed by the Cabinet.
Transjordan-controlled Radio Ramallah, located in the Arab
triangle area, said that every Arab refugee should. be "aware of
the fact that King Abdullah is constantly thinking of him and
should pay no attention to the propaganda of other Arab states
against arrangements between Transjordan •and Israel."

The broadcast charged that the plight of the Palestine Arab

refugees is due to the "disastrous leadership of the ex-Mufti of

Jerusalem and his gang," Transjordan is doing everything pos-
sible to enable the refugees to return home, but this can be
achieved only through negotiations with Israel and constitutes
the main point in the present discussions with the Jews, the
announcer added.

At Geneva, Haj Amin el Husseini, the ex-Mufti of Jerusalem,
challenged the right of King Abdullah of Transjordan to speak
for the Palestine Arabs on Jerusalem in a telegram addressed to
Roger Garreau, president of the Trusteeship Council which is
considering the internationalization of Jerusalem.

TEL AVIV, (JTA)—Egypt is making preparations for a light-
ning air attack on Israel preliminary to an over-all offensive, it
was reported in Davar, organ of the Histadrut, which generally
reflects the government's views. The report, not officially con-
firmed, said that Egypt would justify its aggressiVe action on the
grounds that she was "preventing the strengthening of Israel."
The paper revealed that combined maneuvers by the Egyptian and
British Air Forces were carried out recently along the Suez Canal
and noted that Egypt recently occupied the islands of Sanafar
and Tiran in the southern part of the Gulf of Aqaba.
The article drew attention to the fact that the Israel-Egyp-
tian mixed armistice commission was to have a joint celebration
marking the conclusion of the first year of the armistice between
the two countries, but that this celebration was suddenly can-
celed without explanation. The dispatch noted unconfirmed re-
ports that Egypt has strengthened its armed forces in the Gaza
coastal strip, after receiving a large amount of military equip-
ment from England.
The British-controlled Near East Radio praised the Iraq Gov-
ernment's decision to permit Jews to leave the country if they
renounce their Iraqui citizenship.
Commenting on the _Iraq announcement that Jews would be
permitted to leave the country within a period of one year, Davar,
Labor newspaper, declared that the situation imposes a heavy
responsibility on the state of Israel and on all Zionist and Jewish
organizations throughout the world. It said this is an opportunity
to save thousands of Jews from "oppressive exile" and that the
short time allowed for the operation must not be wasted.
