DR. DOV ASHBEL, lecturer in meteorology and climatology
at the Hebrew University of Jerusalem, who has proposed to
harness the floods of the Negev, conducts meteorological tests
from a University building on Mount Scopus. This photograph
was taken before the University was temporarily cut off from
its permanent buildings. Dr. Ashbel and his colleagues are
now carrying on full University activity in various parts of Jeru-
salem. A record number of 1,300 students are studying and
conducting research in temporary quarters.

Kaplan Bill Asks
Custodian for
German Property

JERUSALEM— (JTA) --Esti-
mating the value of German
property in Israel at anproxi-
,, mately $9,000,000, Finance Min- •
ister Eliezer Kaplan introduced
a "German Property Bill" in
Parliament proposing the ap-
pointment of a custodian for all
German -property in the state,
with the exception of that own-
ed by the Catholic Church.
Part of the German property
in Israel was sold by the British
Government, as the Mandatory
Power during the World War.
Disposition of the proceeds of
the sale is now under discussion
between Britain and Israel, with
the latter claiming the proceeds
from Britain.
Addressing Parliament, Minis-
ter Kaplan said: "The Jews' ac-
count with Germany does not
start on the first of September,
1939, when the World War broke
out. but on the fifteenth of Sep-
tember, 1935, when Germany
adopted the Nuremberg laws and
introduced legalized racial hat-
red and persecution. The first
German settlers might have
come to Palestine with a feeling
of tolerance toward the Jews, but
their descendants, with a few
exceptions, joined the Nazi
camp. Many went to Germany,
joined Hitier's army and took
part in the persecution of Jews.

JERUSALEM (JTA) — Jerusa-
lem is not only the capital of
Israel but of the Jewish nation,
Premier Ben Gurion declared.
He expressed the hope that
Jerusalem would soon become
Jewry's world center for peace,
justice, art and science.
Speaking at . a ceremony at
which leading members of the
government and t h e Jewish
Agency signed a scroll to be laid
under the cornerstone of the fu-
ture World Zionist Congress
building, t h e Israel Premier
said: "This building symbolizes
the eternal ties between Jeru-
salem and the Jewish nation."
The cost of the building, which
will have an auditorium with a
seating capacity of 10,000, was
estimated at about $3,000,000 by
Rabbi Z. Gold, member of the
Jewish Agency executive.

bury Ministerial Association
have resigned because Rabbi
Jerome Malino, spiritual lead-
er of the United Jewish Cen-
ter, is a member.
The Rev. Stanley C. Lewis,
pastor of the Baptist Church
here, announced formation of
a new group to be • called the
Christian Evangelical Minis-
terial Association. Lewis said
a Rabbi malino: "He is not a
Christian and does not accept
Christ as the Son of God."

MUNICH (JTA) — use Koch,

thorities last year and imme-
diately rearrested by Bavarian
police, will be transferred from
her prison cell to a hospital to
undergo mental observation.
The examination was odered by
the court which will begin try-
ing her at Augsberg in March.

General Zionists Issue
Report on Israel Work

The American office of the
World Confederation of General
Zionists has issued a printed re-
port on the activities of its Gen-
eral Zionist Constructive Enter-
prises Fund.
The report, in pamphlet form
with many illustrations, appears
in English, Yiddish' and Spanish
editions, for distribution to vari-
ous affiliated General Zionist
bodies in Israel-; Latin America,
South Africa, Canada and Eu-
rope as well as in the United
States.

London Fascist Fined
For Anti-Semitic Speech

LONDON, (JTA) — Leslie
George Harris, a local Fascist,
was fined three pounds in mag-
istrate's court for insulting JewS
in a spee,ch he delivered in the
north London district. The fine
was imposed under a public
order act prohibiting the use of
insulting words, whereby a
breach of the peace is likely to
be caused.

Jacob Epstein Commissioned
For British; Festival Figure
LONDON, (JTA) — Jacob Ep-

stein, world famous Jewish
sculptor, has received a commis-
sion to execute a bronze figure
for the 1951 "Festival of Britain."
The figure will be that of a man
and will symbolize "man's urge
to discovery and endeavor."

Mixed Marriage Bill In German Parliament

BONN, Germany, (JTA) — A
draft of a law legalizing all
mixed marriages in Germany
which were concluded illegally
after the publication of the Nur-
emberg laws in 1936, which pro-
hibited such marriages, was sub-
mitted by the government to the
federal parliament here. It is
estimated that about 2,300 mar-
riages will be legalized by the
measure.
Dr. Herbert Lewin accepted
the position of chief physician
at the municipal women's hos-
p i t a l at • Offenbach, in the

American zone. His case became
famous several months ago,
when the municipal administra-
tion of Offenbach withdrew his
appointment, after having first
confirmed it, because Dr. Lewin
was a Jew.
