UM Chief's Israel Report
Is Grim Financial Picture

More than 11,000 local cam-
paign leaders assembled at spe-
cial meetings in 105 cities • last
'Tuesday, heard United Jewish
Appeal general chairman Henry
Morgenthau give a grim picture
of the financial crisis in Israel
resulting from the failure of
American Jewry to provide suf-
ficient money for the record flow
of immigration.
His report was made directly
to a meeting of the UJA ha-
- tional cabinet, with telephone
hoOk-ups arranged for local
. leaders.
Morgenthau returned earlier

Reporting that Israel has
made "unbelievable progress"
since his first visit there 15
months ago, Morgenthau told
the community leaders that "Is-
rael has a wonderful future but
I'm worried about its present."
He called on community lead-
er to take the following action:

1) Rush all available funds
to UJA headquarters and also
make the largest possible loans
from local banks for transmis-
sion to the UJA.
2) Accept quotas assigned to
communities by UJA.
_ 3) Arrange a conference
with the UJA delegation on
pre-campaign budgeting, if
that has not already been
done.

the UJA leader declared. He
warned that any reduction of
immigration from Arab lands
and elsewhere "will be tanta-
mount to writing the death war-
rant for many thousands of
Jews."

Polish Consul Explains JDC's
Suspension; Says Its Activities
Were No Longer Necessary

Tadeusz Frymar, Consul Gen-
eral of Poland, with offices at
1864 National Bank Bldg., in a
statement to The Jewish News
this week, stated that while the
majority of Jewish citizens in
Poland have indicated a desire
I to remain there, persons desir-
ing to leave for Israel are per-
mitted to do so. Mr. Frymar
stated:
. "The Polish government is al-
lowing Polish citizens of Jewish
nationality to travel to the new
state of Israel if they so desire.
The government also - facilitates
their departure by simplifying
and hastening .all formalities in
arranging travel through the Or-
bis Travel Bureau.
i Pointing out that "persons
whose ideology indicates affinity
to Zionism are interested in
leaving Poland for the state of
Israel," Mr. Frymar said. 'This
perspective has directly influ-
enced the activities of the po-
litical' parties as well as the
Zionist organizations. Their lead-
, ers are leaving one by one suc-
cessively, therefore there exists
action of normal suspension of
all activities of these organiza-
tions and their _rlissolution." He
added:
"The greater majority of Pol-
ish citizens of Jewish national-
ity, appreciating the absolute
equal rights granted them by
the•Polish state, have no inten-
tions of traveling to the Israel
state. For that reason, the Cen-
tral Jewish Committee in Po-
land, the T.O.Z., the Historical
Jewish Institute, the Cultural
Jewish Organization and many
others still are continuing their
activities. For example, the so
far existing religious congrega-
tions during their conference
last August have amalgamated
- with the Alliance of the Mosaic
Denomination , in Poland which
profits from laws rightfully ac-
- knowledged by the religious
union."
With reference to the Joint
Distribution Committee, whose
activities were suspended in Po-
land recently, Mr. Frymar said:
"In the first years after gaining
its independence, the Polish gov-
ernment has agreed upon the
- operations of the Joint Distribu-
tion CoMmittee, taking into
consideration the unusual hard
situation experienced by the
JeWish population during Po-

Spencer D. Irwin Praises Israel's
Builders, Histadrut at Town Hall

Israel's tremendous acco m-
plishments have found a most
enthusiastic supporter in a non-
Jewish foreign affairs expert—
Spencer D. Irwin of the Cleve-
land Plain Dealer—who praised
in highest terms the efforts of
the state-builders in his address
before a large Town Hall audi-
ence in the Fisher. Blinding on
Jan. 25.
Mr. Irwin denied reports re-
garding forced expatriation •of
Arabs from Israel and affirmed
emphatically that the Jewish
state is doing all in its power
to elevate the standards of the
Arabs.
Relating his conversations
with many Arabs in Israel, Mr.
Irwin said that he found them
happy under the new rule of
the Jewish state. He said _that
he spoke with many Arabs who

fought as volunteers with the
Sternists for Israel's liberation.
Finding nothing but praise
for the builders of the Jewish
state, Mr. Irwin especially com-
mended the work of the Hista-
drut. He described the efforts
of the Jewish labor federation
to elevate the living conditions
of Jews and Arabs while also
assisting in the establishment
of industries in Israel.
Evaluating political conditions,
Mr. Irwin • said there is no
chance for Communism to gain
ground in Israel.
Camille Kelley, noted juvenile
judge of Memphis, will discuss
juvenile delinquency, and some
of the problems concerning sex
deviates, b-e fore the Detroit
Town Hall, at 11 a.m. Wednes-
day, Feb. .8, in the Fisher
Theater.

STANLEY C. MEYERS

Center on Woodward, Stanley C.
Meyers, president of the nation-
al Council of Jewish Federations
and Welfare Funds, represents a
network of 260 community or-
ganizations covering 800 cities
in the United States and Cana-
da.
In his own community of Mi-
ami, Meyers has beerier
been president
of the Greater Miami Jewish
Federation, chairman of the
Combined Jewish Appeal, chair-
man of the Community Chest
and president of the Council of
Social Agencies.
Nine members-at-large of the
Federation Board of Governors
will be elected by Federation
members attending the meeting
and an amendment will be pre-
sented for approval.
Julian II. Krolik, president of
the Federation, will chair the
annual meeting and present the
president's report.
Simultaneous with the Federa-
tion's meeting will be the an-
nual meetings of five Federation
member agencies—Fresh Air So-
ciety, Jewish Social Service Bu-
reau, Jewish Vocational Service,
North End Clinic and Resettle-
ment Service.

land's occupational period. The
reconstruction of Poland, the
elevation of its economic stand-
ards, has been achieved by join-
ed efforts of the Jewish masses.
The building of new sites in the
cultural world, due to distinct
marked helpfulness of the Joint,
became superfluous. As a result, Jerusalem Center
the Polish nation has taken over
entirely the protection of the Ready for Opening
Jewish citizenry."
Mr. Fryrriar said that at a
special conference called last Oc-
tober, with representatives of
the Joint present, it was indi-
cated that "the activities of the
JDC no longer are necessary in
Poland."
This apparently_ is a new angle
in the issue which arose as
a result of the JDC's suspension
in Poland which some consider-
ed an "expulsion".

JERUSALEM, (JTA) — T h e
population of Jerusalem awoke
Jan. 29 to find the city covered
with snow, a rarity in this coun-
try. Thousands of Jewish im-
migrants who were brought here
from Yemen during the past
year saw snow for the first time
in their lives, since snow never
falls in Yemen.
