City Officials, Employees' Group Honor
Rabbi Fram for Pension System Efforts

City officials and officers of
the three organizations of city
employees assembled at the Tul-
ler Hotel, Dec. 19, to honor Rabbi
Leon Fram for his services in
behalf of Detroit's municipal
workers. Rabbi Fram was the
author of Amendments C and J
to liberalize Detroit's pension
system, which were adopted by
the voters at the last election.
Harold Wagner, chairman of
the City Employees Joint Pen-
sion Committee, presided. The
speakers were mayor-elect Al-
bert E. Cobo; president of the
Common Council, George Ed-
ards, and Judge Ira W. Jayne.

tion of his efforts.

Feinberg to Address
Simons PTO on Jan. 4

Rabbi Fram began his activity
in relation to Detroit's retire-
ment system when Mayor Van
Antwerp appointed him a mem-
ber of the commission to study
the city charter and asked him
to serve as . chairman of the
committee on the pension provi-
sions of the charter.
After a year of analysis of the
pension system and discovering
its inequities, Rabbi Fram wrote
Amendments C and J, persuaded
the Charter Commission to
adopt them, appeared before the
Common Council and secured
the placement of the amend-
ments on the ballot, then •ap-
peared before the Detroit Citi-
zens League, the League of Wo-
men Voters, Americans for
Democratic Action and secured
their endorsement of the amend-
ments.
Rabbi Fram has received let-
ters of congratulation from city
oficials; members of the Com-
mon Council; Mrs. Pearl Good-
man, president, Detroit Public
Library Employees Union; Gen-
evieve Randolph and Lawrence
Piercey, executives of -the Amer-
ican Federation of State, County
and Municipal Employees, Coun-
cil. 77; and other Detroiters for
his civic activity. Judge Ira W.
