Don't be surprised if a fight develops within the Zionist ranks
over the future of the Jewish National Fund and the Keren Haye-
sod Some leaders in Israel are' urging serious changes in -the
structure of these„ two major Zionist funds . . . They even go so
far as to suggest that both funds be merged .. . Naturally, there is
also a good deal of oppoSition to these suggestions .. . The final
decision will be made at the forthcoming World Zionist Congress
. . . In the meantime, the issue will, no doubt, come out into the
open very soon . . . Already the Jewish Agency office in New York
is looking into the possibility of structural changes in Zionist funds
. Such structural changes, if made, may affect the entire sys-
tem of fund-raising for Israel in the United States,- since most of
the money raised by the Zionist funds comes from this country . .
IL is, therefore, no - wonder -that the various groups within the
Zionist movement in America are already engaged in a lively
campaign of Shekel - selling ... Each of these groups is determined
to come to the Zionist Congress with the maximum number of
delegates it can elect . . . The Congress, which will take place in
Jerusalem at-the end of next summer, will also be the arena of a
fight on basic issues concerning the relationShip between the
Jewish Agency and the Israel government . Inasmuch as the
American Zionist movement is today the backbone of the entire
existence of the Jewish Agency, the wishes of American Zionists
may play the decisive role in all issues at the Congress.

Abdullah to Incorporate
Arab Palestine, Old City

LONDON, (JTA)—A royal de-
cree issued by King Abdullah of
Transj ordan announced that
Arab • Palettine, incitiding the
Old City of Jerusalem, will for-
mally be incorporated into
Transjordan on Dec. 16, Reuters
reported.
It was also reported that the
Trans ordan Minister of Defense
has arrived in the Old City. of
Jerusalem to make arrange-
ments for ending the present
military adMinistrationwhich
rules in areas of Palestine. under
Arab Legion control. The post
of Governor-General of occupied
Palestine will be abOlished Dec.
16, according to the royal de-
cree.'

The problems which • American Jewish communities will have
to face in -1950 are being closely studied . . . Especially the budget-
ing problems . . . It has • been established that 65 communities
this year raised about 17' percent less money than a year ago .
Anticipating no better results. in 1950, local budget committees are
now grappling with the complex problems raised by this decrease
. . . Their task is especially difficult in the face of the diversity of
the needs . . . The budgeting pattern has never been uniform,
because allocations vary with local circumstances and interest .. .
Thus the question of fixing "priorities" in allocations has always
been a sore spot for local budget committees .. . These commit-
tees are, therefore, studying the • following queStions: 1. Should
there be an across-the-board percentage reduction in allocations
to agencies?-. . . 2. Should each agency be treated individually ac-
cording to its needs? . . 3. Should any provision be made for
raising the standards of agencies which have not received in-
creases in recent years? . . 4. Should worthy agencies which
have not been cOmmunity-supported in the past be included now?
. 5. Should any provisions be made in 1950 for the capital needs
of either national or local institutions? . . . 6. Should this be done
through the welfare fund or through separate efforts? . . No
standard answers can be given to these questions, but each com-
munity• is now determined to examine more closely than ever
before the programS of agencies appealing for support . . . There
is less tendency now to apply an automatic percentage formula
. .. With regard to local programs there is a tendency to hold the
line and to grant increases only . where they are felt to be in-
escapable . . Non-local agencies, other than the United Jewish
Appeal, have this year received less as a group than they did in
1948 and will probably not receive more in 1950.

NEWARK (JTA)—TWo resolu-
tions aimed at eliminating the
possibility of racial discrimina-
ton in the American Bar -Associ-
ation were approved by the New
Jersey State Bar association at
its annual mid-year meeting
here attended by 500 members.
The organization voted to rec-
ommend the ,elimination of all
references to race, creed or color
on application blanks for mem-
bership: -
A companion resolution, point-
ing out that only 13 of the ABA's
41,000 members were Negroes,
recommended that its board of
governors be deprived of the
power' of approving or rejecting'
e in b e r. ship applications. It
proposed that membership be-
come automatic upon approval
of -applications by a state mem-
bership committee.
