from this compromise effort,
however, is the stipulation
against the establishment of
Jerusalem as the national capi-
tal of any state.
Pressing for Consideration of
his amendment the Cuban dele-
gate declared: "We Catholics
are not interested in temporal
powers," and emphasized "effec-
tive internationalization" which
should not be a "masquerade"
but a plan that can be imple-
mented successfully.
Bolivia withdrew its amend-
ment in favor of the Dutch-
Swedish proposal because of the
close similarity of the two.
Poland, Australia and Leban-
on challenged the Cuban resolu-
tion as offering a new plan and
the chairman ruled it out in
their favor thus 'avoiding an-
other test vote over basic con-
flicting views—the complete in-
ternationalization of the city or
UN supervision of the Holy
Places alone. The latter is advo-
cated in the Dutch-Swedish
plan.
Palestine Arabs Confuse Issue
UN Secretary General Trygve
Lie received a message from the
Arab Higher Committee assert-
ing that the problem of the
Arab refugees and the future of
Jerusalem were integral to the
main issue of full independence
•of Palestine and that any piece-
meal General Assembly decision
not emanating from the wishes
of Palestine Arabs "must be
wholly disregarded."

The vote on the Australian
resolution for the international-
ization or all of Jerusalem was
nine (Australia, Lebanon, Soviet
Russia, Egypt, El Salvador,
Greece, Iraq, Peru, Urkaine) to
six (Cuba, Israel, Mexico, Nether-
lands, Sweden, Uuruguay), Can-
ada and India abstaining.
(A New York Times report
from Istanbul stated that
the parley of all American dip-
•:lomats in the Middle East which
is taking place there is "domin-
ated by evidence that King Ab-
dullah of Transjordan is deter-
mined to make a separate peace
with Israel. The Times added
that there are concrete reports
that Abdullah has informed at
least one Levant state that he
does not intend to wait for a
decision by the Arab League and
that he will initiate negotiations
with Israel.)
$54,900,000 Program for Arabs
The UN Political Committee
approved a $54,900,000 program
of both direct relief and works
projects for the Palestine Arab
refugees. Aubrey S. Eban, Isra-
el's delegate to the UN, pointed
out during the discussions that
direct negotiations between Is-
rael and each Arab state are
necessary for the political set-
tlement of the Middle East.

Ben-Gurion stated that Israel
will not abandon Jerusalem, that
the UN decision of November 29,
1947, was nullified by the sacri-
fices made by Jews to protect
the city and that the New Jeru-
salem would have been com-
pletely destroyed if Jews had

Arabs).

50,000 Jews at Herzl Shrine
Pledge Jerusalem Tidy

JERUSALEM — (JTA) Fifty



thousand Jews of Jerusalem
gathered at the burial place of
Dr. Theodor Herzl here and re-
peated the ancient oath of alle-
giance to Jerusalem, "If I forget
Thee Oh Jerusalem." Heading
the five-mile long procession
which proceeded from the new
city to Mt. Herzl were the Israel
Chief Rabbis, officials of the
Jewish Agency, municipality
leaders and other prominent
JeruSalemites.
Thousands of children in the
demonstration carried banners
expressing opposition to inter-
nationalization of the Holy City.
The flags of Israel and of the
Histadrut were carred by large
numbers of workers taking part
in the procession. The recita-
tion of the Biblical oath took
seven minutes, after which the
entire assemblage sang Hatik-
vah. Chief Rabbi Isaac Halevi
Herzog recited the anciens oath.
A cable sent by the Jewish
Agency, the Chief Rabbinate, the
Jerusalem municipality and the
central committee of the world
Mizrachi organization to Presi-
dent Truman and UN Secretary-
General Trygve Lie declared:
"The Jewish Agency and the
World Zionist Organization an-
nounce in behalf of world Jew-
ry their opposition to the de-
cision (adopted by a UN sub-
committee and calling for in-
ternationalization of Jerusalem)
and pledge their eternal allegi-
ance -to Israeli's external capital,
Jerusalem. No power in the
world is able to sever the Jew-
ish people's natural historic ties
with Jerusalem. Any decision to
cut off Jerusalem from Israel
will not be realized. The Jerusa-
lemites' war and Israel's Army
of Defense strengthened those
ties. We demand that the Gen-
eral Assembly do not approve
the fatal resolution which will
disturb the peace and the city's
development."
Sephardic Chief Rabbi Ben
Zion Uziel, Mayor Daniel Auster,
and M. Baram, Histadrut lead-
er, addressed a large meeting
which passed a resolution read-
ing: "We knew how to defend
with our blood our city from
destruction. We shall continue
its defense."

WHEREAS, the Histadrut, the General. Federation of Jewish
Workers in Israel, embodies the pioneering, constructive element
of the State of Israel, and has in the course of its history
laid the foundation for the free, democratic State; and,

WHEREAS, the Histadrut seeks to create the social and
economic conditions within the State of Israel to enable the
rapid, large-scale absorption of immigrants entering their home-
land; and,

WHEREAS, Histadrut has placed at the service of their
compatriots the admirable network of cooperative institutions
to meet the vocational, educational, health, social welfare and
other needs of the increased population; and,

WHEREAS, Histadrut, a democratic form of society within
the State of Israel, holds dear the same principles of freedom
and equality as we Americans, constantly fostering better
amicable relations between the Jews and their Arab neighbors;
and,

WHEREAS, the Israel Histadrut Committee of the City of
Detroit has undertaken to raise maximum funds in a campaign to
aid this great organization,

NOW, THEREFORE, I, EUGENE I. VAN ANTWERP, Mayor of the
City of Detroit, do hereby proclaim "HISTADRUT DAY" in the City
of Detroit, Sunday, December 11th, when the Histadrut Campaign
is formally launched in this municipality, and "I do urge all
good citizens of this City to give generous and wholehearted
support to the cause of the Histadrut in Israel.
