AJC: Convention Supports

NEW YORK (JTA)—The bi-
ennial convention of the Ameri-
can Jewish Congress, by a vote
of 345 to 163, voted to accept
the report of Dr. David Petegor-
sky, executive director, which
was tantamount to approval of
actions taken by both the AJC
administrative and executive
committee in expelling two af-
llia•ed groups as well as the
Metropolitan Detroit chapter of
the Congress.
The Detroit chapter's charter
was revoked about three months
ago, on the ground that its
members f ailed to maintain
discipline. The faction favoring
_acceptance of the report was led
by Rabbi Irving Miller, chair-
man of the executive committee,
while Rabbi Shepherd Baum, of
Brooklyn, led the opposition.
Expulsion of the American
Jewish Labor Council and the
Jewish Peoples' Fraternal Order,
left-wing groups, was ordered six
months ago for "breaches of
discipline."
By a vote of 369 to 169, Rabbi
Miller was elected president of
the Congress, defeating Rabbi
Joseph Shubow of Boston. Rabbi

NEW YORK — Israel is the
safest country in the Middle
East; one of the world's safest
in terms of crime. Inspector
General Yeheskel Sahar and
Amos Ben Gurion, his assistant,
said on arrival here to study
American police methods and
participate in - the nationwide
United Jewish Appeal campaign.
Gen. Saha'', commander of
Israel's Internal Security De-
partment, and Ben Gurion, only
son of Israel's Premier and chief
training officer of the National
police, are here at the invitation
of New York Mayor William
O'Dwyer and Police Commission-
er William P. O'Brien to study
city,' state and federal law en-
forcement. They will devote
their free time to the United
Jewish Appeal.
They revealed that Israel's
National Police Force numbers
3,000 uniformed and plain-cloth-
es operatives and will be in-
creased to 5,000 as soon as funds
are available. The force includes
150 women and at least 200 Is-
raeli Arabs.
Unlike police forces in this
country, which are divided into
municipal, state and federal
bodies, the Israeli police is a na-
tional organization having juris-
diction everywhere.
In discussing Israel law en-
forcement it was disclosed that
Israel's present capital punish-
ment statute is rarely enforced.
Both men pointed out that the

Gen. Sahar 42, was once the
secretary of Israel President
Chaim Weizmann and former
military aide to Premier David
Ben Gurion. A native Palestin-
ian, he is a veteran of more than
25 years of service in Israeli
armed forces and secret agen-
cies.
During World War II, he serv-
ed with the British Eighth Army
in North Africa, Malta, Italy
and Austria, emeging as a Major.
Ben Gurion, 29, is another

having served as a Major in the
British Army.
He also took part in the re-
cent Israel-Arab war.
Gen. Sahar and Ben: Gurion
stated that Israel's greatest po-
lice problem is the curbing of
Arab bands crossing the fron-

Dr. Nahum Goldmann, acting
president of the World Jewish
Congress, urged increased sup-
port for the work of halting the
terror faced by Jewish communi-
ties in Moslem states, particu-
larly in Iraq.
Hits 'False Bogey'
At the opening of the fOur-
day session, Dr. Petegorsky as-
sailed those persons who, by
raising the "false bogey of dual
allegiance" are trying to fright-
en Jews "into frantic efforts to
disassociate themselves from the
Jewish community of Israel." He
also called on American Jews to
fulfill their "moral obligation of
material support" to the build-
ing of Israel.
In a 20,000 word analysis of
conditions in this country and
abroad, Dr. Petegorsky told the
1,000 delegates that Americans
have become • much more con-
scious during the past two years
of the fact that "racial and re-
ligious discrimination 'represents
a serious impairment of Ameri-
can democracy and weakens our
laims abroad to international
leadership."•
Dr. Petegorsky, citing the re-
turn of Nazis to key positions in
German industry, education and
public life, 'called for support of
the AJC demand for a Congres-
sional investigation of the re-
vival of pro-Nazism in Germany.
The convention received mes-
sages of greetings from Presi-
dents Truman and Weizmann.
