MC School in Paris Dedicated
To United Jewish Social Work
VERSAILLES, France—In the former Chateau de la Maye,
here at 47 Rue Parc de Clagny, a most interesting experiment is
in the process of developing in the interests of highly standard-
ized social services in Israel, in European countries and in North
Africa.
This impressive chateau has been rented by the JDC for use
as the Paul Baerwald School of Social Work, for the training of
Jewish men and women in American techniques of social service.
Students from ISrael, France, Sweden, Italy, Tunisia, Holland,
Belgium, Greece, Germany and Morocco are exchanging Jewish
historical experiences in all fields of Jewish life. Orthodox meet
non-observers in an atmosphere
in which Jewish traditions are
fully honored. Kashrut is ob-
served. Jewish social issues are
studied under the guidance of
a staff of six full-time. teachers
and a number of guest teachers.
Under the able direction of
Dr. Henry Selver, a former
American educator, this school
fills an important need. Because
of its variety of approaches to
Jewish issues, the Israel govern-
ment has expressed its appre-
ciation to JDC for having un-
dertaken this important task,
with privately subscribed funds.
Israel is participating in the
school to the extent of seven

students out of the total of 35.
The importance of this school is emphasized by the fact that
one of the five students from Italy is a Jewish judge from Rome—
Judge Serjo Piperno.
The Baerwald School is the first institution of higher learn-
ing ever presented to a foreign community by an American phil-
anthropic agency. It is named for Paul Baerwald, 78-year-old.
retired banker, now honorary chairman of the JDC.
Courses Will include case work, family welfare, child care,
medical social work, mental hygiene, administration, community
organization and fund-raising. Upon graduation, all the students
will return to their native communities or emigrate to Israel and
introduce into social welfare agencies there the knowledge they

Dexter Center's Extensive Activities
Precede New Building's Completion
Although its physical plant is
still in the construction stage,
the Dexter Branch of the Jewish
Community Center is a going
concern—in terms of people.
During the past year, 556 chil-
dren, teen agers and parents
took advantage of the activities
that the Dexter extension staff
was able to provide within the
limitations of small office .space
in the Dexter Theater Bldg.
Among these activities were
neighborhood clubs, scouting
groups, United Hebrew Schools
HUC Head Announces
Lectures for the Year
Outstanding members of the
rabbinate and leaders of related
fields will lecture on the cam-
puses of the Hebrew Union Col-
lege-Jewish Institute of Religion
in Cincinnati and New York this
year, according to Dr. Nelson
Glueck, president of the College-
Institute.
Among the scheduled lecturers
are: Dr. Solmon Goldman, rabbi
of Anshe Emeth Congregation in
Chicago; Rabbi Jacob J. Wein-
stein, rabbi of Temple KAM in
Chicago; Dr. Nathan Brilliant,
director of the Bureau of Jewish
Education, Cleveland, Dr. Sam-
uel M. Blumenfield, president of
the College of Jewish Studies,
Chicago; Dr. Leo Baeck, presi-
dent of the World Union for
Progressive Judaism, and Dr.
Julian Morgenstern, president-
emeritus of the College.
Bucharest Labor Offices
Hire 525 Jobless Jews ..
BUCHAREST—(JTA)—A total
of 525 unemployed Jews in Bu-
charest were provided with jobs
during September by govern-
ment labor offices, it was re-
ported today. The announcement
said the employment was ob-
tained with the assistance of
the Jewish Democratic Commit-
tee and the Bucharest Jewish
Community.

Gets Ten Year Sentence
club project, Bnai Brith youth
clubs and teen-age girls. All
phases of the program were un-
der the direction of Samuel
Neuschatz, with the assistance of
a group of club leaders. Planning
and guidance of the program
was done by the Dexter interim
committee, chaired by Jacob L.
Keidan.
The neighborhood clubs were
launched a year ago, to give
children aged five to nine an
opportunity for good group ex-
perience with emphasis on Jew-
ish programming. It was a re-
quirement for a child's member-
ship in a club that at least one
of his parents join the Center
and take part in the parent pro-
gram.
Beginning with monthly get-
tdgethers to review and evaluate
their Children's activities, the
parents' meetings have evolved
into an over-all Dexter Parents'
Group that meets every other
month.
Two hundred sixty-six older
boys and girls were served in the
Dexter area by the Scouting
groups, Bnai Brith Youth Clubs
and Teen Age Girls and another
125 children participated in the
United Hebrew Schools Club
Project.
Serving with Keidan on the
Dexter interim committee, which
will be planning further activi-
ties until the Dexter building is
completed in December, are Mrs.
Samuel S. Aaron, Mrs. George
Blumenstock, Ben S. Chinitz,
Norman Drachler, Lou H. Hand-
ler, Samuel Hechtman, Walter
Herz, Sander Hillman and Max-
well Lowe.
Construction of the building,
to be located at - Davison at Hol-
mur, is under the direction of
Harvey H. Goldman, chairman
of the Dexter Bldg. committee,
assisted by Samuel Hechtman,
Sol King, Saul Saulson and Paul
Tilds.

CHICAGO—A concerted attack
on the "quota systerti" and col-
lege admissions procedures dis-
criminating against applicants
because of race,yeligion and na-
tional origin was urged by ed-
ucators meeting under the aus-
pices of the American Council
on Education, and the Anti-De-
famation League of Bnai Brith.
Declaring, "the quota system
cannot be justified on any
grounds compatible with demo-
cratic principles," the educators
declared in favor of the follow-
ing program:
1. A program, by colleges
themselves, to eliminate dis-
crimination.
2. Enactment of fair educa-
tional practice laws, where-
ever necessary.
3. Government aid to improve
educational facilities, to eli-
minate economic barriers for
those seeking college and
professional education.
Presenting data gathered by
researchers on -discrimination in
college admissions, Dr. Floyd W.
Reeves, professor of administra-
tion at the University of Chica-
go, declared that all researches
showed a definite discrimination
pattern, though varied in their
investigatory mthods.
Studies have been carried out
by New York and Connecticut,
by the President's Commission
on Higher Education and by the
Roper organization for the Am-
erican Council, the Anti-Defam-
ation League and the Vocational
Guidance Bureau of Bnai Brith.
Dr. Reeves stated; "The de-
sires for
• higher education is
greater among Jewish youth
than among youth of other re-
ligions. Many institutions em-
ploy techniques in admitting
students that appear to discrim-
inate against certain minority
groups."
BERLIN, (JTA)—Thirty form-
er Nazi , publishers rushed back
into the newspaper business dur-
ing the first two weeks of Aug-
ust before the U. S. military
authorities ended the licensing
system, it was revealed in a re-
port issued by, U.S. High Com-
missioner John J. McCloy. The
report confirmed that the pub-
lisher of the notorious sheet
"Der Stuermer," Max Willrny, is
again in the newspaper business.
