WASHINGTON, D. C.—Israel
Ambassador Eliahu Elath charged
that the statement by the am-
bassadors of the seven Arab
states to the U. S. State Depart-
ment attacking the Jewish state
is "provocative," and stated that
its "bellicose tone" was calculated
"to- stir. up emotions and impede
conciliation."
Mr. Elath called at the State
Department because of the earli-
er -Arab visit. He conferred with
Burton Y. Berry, director of the
Office of Near Edstern Affairs,
for more than half an hour.
Denying Arab allegations that
Israel has withdrawn coopera-
tion from the UN Conciliation
Commission, he said sole respon-
sibility for lack of peace lies
with the Arabs who constantly
rejected Israel's offer of direct
negotiations.

to improve economic transporta-

smaller towns.
The fourth involves exclusive
areas • reserved for the tourist
