N. Y. Probation Expert To Aid Israel Cdurts NEW YORK (JTA)—Edmond Fitzgerald, chief probation of- ficer of Kings County Court here, will leave for Israel next month to aid the new state re- organize its court parole system. He also will help Israel plan a probation system patterned after the procedure set up • in this city, which • is considered one of the finest in the world. Fitzgerald, a native of Eire, re- called he played football with Israel Chief Rabbi Isaac Halevi Herzog when the latter resided in Ireland. tHistadrut Agrees - To Freeze Pay Cut TEL AVIV (JTA) — Repre- sentatives of the Histradrut and the employers association here have reached an agreement pro- viding that one-third of the cost of living allowance, which will be cut from iworkers' wages as a result of the decline in the government index, will be frozen with the government, pending publication of the next quarter's cost of living index. Meanwhile, it was reported the cost of living has been reduced 37 points in the first five months of Israel's austerity program. Descendants of Lost Tribes Seen Returning to Israel •LONDON, (JTA)—A Jewish Agency spokesman said this week the countries from which thou- sands of Jewish immigrants were reported streaming to Is- rael in repotts emanating from Tel Aviv earlier were Tripolitania and Morocco. In Tel Aviv, Zvi Herman, chief of, the Jewish Agency's absorp- tion department, said "new and urgent sources of 'Jewish emigration have been discovered, including descendants - of Lost Tribes of Israel in Djibouti in French Somaliland and , on the Bahrein islands, in the Persian Gulf." He predicted mass migration to' Israel from North Africa will coincide with the closing of the pp camps in Ger-, many on Jan. 1, 1950. More than 153,000 immigrants reached Israel between March 1 and Sept. • 30, and more than 14,000 tourists came in the same period, the Israel government announced. In that time, more than 11,000 exit permits were issued to residents. Dr. Leo Bieck, former chief Rabbi of Berlin and now head of the World Union for Progressive J udaism, this week appealed to British Jews for contributions for the „relief' of 1,000 Arabs in the Old City of Jerusalem who are in a "dreadful plight" and who are technically not refugees and are therefore not entitled to UN assistance. First Polish Jews Leaving For IsraePThis Week WARSAW, (JTA)—The first group of Polish Jews to leave for Israel were slated to depart, via Italy, this week, it was re- ported here. At the same time, it was learned that the government has refused to grant its first two exit visas for Jews who wish to migrate to_•Israel. One of_ the men involved is a highly placed engineer in a state factory and the other is accused of having collaborated with the Nazis dur- ing the occupation.
