Jewish Agency Executive
Adopts $112,000,000 Budget

TEL AVIV—(JTA)—The Jewish Agency executive has
adopted a budget in excess of 40,000,000 pounds ($112,-
000,000), it was announced. The executive also accepted the
resignation of Dr. Itzhak Gruenbaum as treasurer of the

Agency.

Israel Jurisdiction
Davar, the Mapai paper, pub-
lished a reported government
plan under which the Palestine
Potash Compahyls' Dead Sea
plant will be reopened. First
among the conditions, accord-
ing to Davar, is that the corn-
pany cancel its British registra-
tion and transfer to Israel juris-
diction where the government
will obtain the benefit of taxes
paid by it.
The government will also par-
ticipate in the company by in-
vesting $6,000,000 toward its to-
tal capitalization and allotting
it $3,000,000 from the U. S. an.
Israel's ports handled a rec-
ord tonnage of shipping cargoes
during September, it was report-
ed. A total of 105,000 tons were
handled-71,000 at Haifa and
34,000 at Tel Aviv and Jaffa. The
figure for September, 1948, was
44,000 tons for all ports.
With the opening of the new
school year, the Ministry of Ed-
- ucation has begun to organize
schools for Arab pupils living in
Israel. During the Mandate pe-
riod, 25 percent of Arab children
living in urban areas and 50
per cent of the youngsters who
resided in rural sections did not
attend school at all.
Enroll All Arabs
The Education Ministry now
plans to enroll all Arab children
in school. A network of new
schools for the Arab children
already has begun to operate in

Arab areas throughout the coun-
try.
The Ministry of Religion an-
ounced it has decided to re-
store to the Archibishop of Co-
logne church property near the
Arab village of Tabgha which is
registered. as owned by him.
Negotiations between Roman
Catholic ecclesiastical authori-
ties and the Israel government
concerning Catholic institutions
located on Mt. Zion in Jerusa-
lem—the only Christian Holy
Place in Jerusalem outside the
Old City—were broken off sev-
eral days ago, it was reported.
The Catholics reportedly are
claiming war damages totalling
$2,000,000—a sum which the Is-
raelis hold is excessive.
Yugoslav Trade Pact -
A $2,000,000 Israel-Yugoslav
trade agreement was signed in
Belgrade, it was announced, Un-
der the agreement, Israel will
import from Yugoslavia timber,
corn, beans, potatoes, onions and
other foodstuffs. Yugoslavia will
also ship to the new state lead
and various chemicals. In turn,
Israel will export to Yugoslavia
citrus fruits and citrus by-prod-
ucts, woolen yarns, razor blades,
oils, optical lenses, artificial
teeth and sheet glass.
The central committee of the
Mapam Party has turned down
a proposal by the Mapai for a
single, combined slate of candi-
dates in the forthcoming nation-
wide municipal elections. The
Mapam's decision was based on
the fact that until the Mapr.pr,
joined the government coalition
it would not take any combirrd
election action with the Mapai.

Commission OK's
Removal of Troops
By Israel, Syria

TEL AVIV—A meeting of the
mixed Israel-Syrian armistice
commission held in the Customs
House near Bnot Bridge Monday
decided that Israel and Syrian
forces should evacuate Mishmar
Hayarden and the surrounding
area in accordance with the
provisional timetable set forth
in the armistice agreement.
Gen. Riley, UN chief of staff,
and Col. Moshe Dayan of the
Israel army attended the meet-
ing, which also decided on the
removal of mines in the Mish-
mar Hayarden sector as well as
on the destruction of fortifica-
tions within the next fortnight.
Meanwhile, the Israelis an-
nounced, at the same meeting,
demolition of seven positions in
the Ein Gev area will take place
and the colony erected south of
Ein Gev will be dismantled.
Wednesday, Oct. 12, was the
maturity date of 12 weeks pro-
vided by the Israel-Syrian
armistice agreement for the com-
plete evacuation of the central
strip of the front area, including
the battered settlement of Mish-
mar Hayarden.
It is believed the Syrians are
reluctant to evacuate the area
on the grounds that the Jews
refuse to comply with the com-
mission's resolution calling for
the removal of new colonies re-
cently erected near EM Gev
which are considered as viola-
tions of the armistice pact.

Proclamation by ZOA Head Asks
Mass Prayers for Jewish Jerusalem

NEW YORK (JTA) —A pro-
clamation calling on the Jews of
America to gather together in
their communities on a given
day within the next four weeks
and participate in a' mass Bibli-
cal oath to stand by Israel in
its struggle against the attempt
to sever Jerusalem from the
Jewish state was issued by Dan-
iel Frisch, president of the Zion-
ist Organization of America.
"Under the pretext of safe-
guarding the Holy Shrines, a
worldwide movement has been
launched to sever the Eternal
City from Israel and thus tear

out the very hear and soul of
the fledgling state," the procla-
mation said. "To deprive Israel
of Jerusalem would be to cut
off the lifeblood of the new state
and to undermine the very
foundations of Israel, estab-
lished after 2,000 years of Jew-
ish homelessness."

ernment of Israel and Australia
have agreed to exchange diplo-
matic representatives, with the
rank of Minister, it was learned

Appoint Committee

The Mapai has appointed a
four-member committee to ne-
gotiate with the Mapam on the
latter's joining the government.
President Chaim Weizmann,
who has been vacationing in
Switzerland, returned to Israel
by air.
Mrs. Joyce Wingate wife of the
late Major Gen. Orde Charles
Wingate, is coming with her
brother to settle in Israel, it was
announced. They have acquired
a villa on Mount Carmel. The
generals' son is living in a val-
ley settlement. Gen. Wingate,
who lost his life in a plane crasn
in Burma in March, 1944, was
a firm friend of the Zionist
cause.

Officials Assert Israel
Won't Abandon Jerusalem

JERUSALEM (JTA) — Acting
President of Israel Joseph Sprin-
zak said Israel never will aban-
don Jerusalem. The statement
was made at a reception tender-
- ed by the municipality at which
a plea for active Knesset aid in
transferring the capital of Israel
o Jerusalem was made by acting
Mayor Reuven Shraibman.
Nathan Friedman - Yellin,
Sternist leader and Knesset de-
puty, said this week:
"There will not be any for-
eign rule in Jerusalem." .
In a statement to the press
he warned that the Sternists
would "mobilize their ablest
people" to fight against any in-
ternationalization of Jerusalem.
Offer Same Rights
The Israel government is ad-
vancing a plan for solution of
the problem of Jerusalem on the
basis of proposals expounded
earlier calling for the granting
of territorial status to the Holy
Places in the city and for the
extension to the clergy of the
same rights they enjoyed under
the former British mandate, it
was reported.
Meanwhile, Christian church
authorities • were reported to
have altered their attitude and
are prepared to accept a com-
promise • promising them a
modus operandi with only the
"inter--religiously recognized
Holy Places internationalized."

Reports also indicate the Vat-
ican is taking a more cautious
and moderate view on the ques-
tion of internationalization of
the Holy Places.
Preparations to accommodate
the approximately 100,000 Chris-
tian pilgrims expected to visit
the Holy Places during the Vat-
ican-proclaimed Holy Year in
1950 are now in full swing, Is-
rael government officials an-
nounced.
From other sources come re-
ports that the United States,
France and the Vatican are
exerting pressure on King Ab-
dullh of Transjordan to admit
the pilgrims to sacred sites here
that are under Arab control.
Abdullah so far har refused.
The Jewish .National Fund's
seventh "Kol Maadama" (Voice
of the Land) conference opened
here. Dr. Abraham Granot
(Granovsky), world head of the
JNF, reviewing the work of the
Keren Kayemeth during the past
two . years, revealed that the
Fund acquired nearly 1,000,000
dunams of land during the past
year. The goal for next year, he
added, is the acquisition of an
additional 2,000,000 dunams.

Gordon R. Clapp, arrived at Lyd-
