Rabbinical Bodies Working
For an Israeli Jerusalem
NEW YORK — The American
Zionist Council disclosed that
the leading rabbinical bodies in
the United States are solidly
united in the determination to
resist all attempts to cut off
Jerusalem - from the State of
Israel,
The Council reported that the
following rabbinical organiza-
tions were taking a leading part
in the campaign to keep Jerusa-
lem within the framework of
Israel: Rabbinical Council of
America and the Union of Or-
thodox Rabbis of the United
States and Canada—represent-
ing the Orthodox religious wing;
Rabbinical Assembly of America,
representing the conservative
wing; Central. Conference of
American Rabbis, representing
the Reform movement, and the
Synagogue Council of America,
which represents all branches.
Return of All Arab Refugees
Asked by Iraqi Delegate

In an attack on the Jews,
Iraqi Foreign Minister Dr. M. F.
Jamali told the UN General As-
sembly that "there can be no
1p:Sting peace in the Middle East
until a territorial settlement is
made in Palestine." Dr. Jamali
made it clear that by a just
settlement he meant the return
of all Arab refugees to their
former homes in Israel.
Declaring that "there is no
room for bargaining or hag-
gling," he called on the UN to
"enforce its authority on the
Jews" to make - them "recognize
Arabs' rights to Palestine." He
stressed his conviction that
"material help to the suffering
refugees, no matter how vital
and urgent, can never be a
substitute for a just and speedy
territorial settlement which
must be brought about first."
The policy of the U.S. Govern-
ment on the status of Jerusalem
was outlined at the UN by Sec-
retary of State Dean Acheson.
"In the view of the U.S. Gov-
ernment, the Assembly should
adopt a practical plan for a
permanent regime in the Jerus-
alem area and for the protec-
tion of, and free access to the
Holy Places," he said, address-
ing the Assembly. He expressed
the hope that "the General As-
sembly will be able to act suc-
cessfully upon the report of the
Palestine Conciliation Commis-
sion in respect to Jerusalem."
An indication/ of a concilia-
tory Arab mood at the Assembly
was seen in the fact that Faris
el Khoury, Syrian delegate,
speaking during the general de-
bate, omitted all reference to
the Palestine situation. Abba
Eban, head of the Israel dele-
gation, may not speak during
the general debate unless • the
Arab delegates raise the Pales-
tine issue.
Although no official com-
ment was forthcoming froni
the • Israel delegation in re-
spons6 to Secretary Acheson'S
remarkS, Israel circles reacted
favorably to the • speech. They
gave special weight to Ache-
son's reference to a "praCtical"
plan of internationalization of
the city, which they assumed
to mean a workable scheme
and. o'ne agreed to by all
parties.
Israel has already come out in
favor of an international con-
trol limited to supervision of the
Holy Places, and it was noted
that Secretary Acheson, too, em-:
phasized this aspect of the in-
ternationalization problem. As a
consequence of this interpreta-
tion of Acheson's policy state-
ment, hope was expressed that
the positions of the United
States and Israel may not. be too
far apart.

NEW YORK, N. Y.—Plans for
the expansion of the Technion,
Israel's only Institute of Tech-
nology, calling for an expendi-
ture of $5,000,000 were outlined
by Judah Wattenberg, executive
director of the American Tech-
nion Society at the organiza-
tion's offices, 154 Nassau Street.
Wattenberg has returned from a
seven-week visit to Israel where
he conferred with Technion au-
thorities, Israeli Government of-
ficials and leaders of industry
and labor .on the future role of
the Haifa Institute.
He disclosed that a new build-
ing program for the Institute
was launched last May with the
laying of the cornerstone for the
expanded Electrical Laboratories,
provided for by funds raised by
the American Technion Society.
The second new project will be
a Department of Aeronautical
Engineering, staffed by some of
the world's foremost experts in
this field.
Other plans call- for construc-
tion of additional classroom and
laboratory buildings.

bert Gonzalez Fernandez, United
Nations representative to Jeru-
salem, left New York to assume
post in this city. UN press
