NEW YORK-The establish-
ment of a department of cul-
ture and education to work in
cooperation with local Jewish
educational and cultural groups
outside of Israel, was announced
by the Jewish Agency for Pales-
tine.
The new department will be
headed by Dr. Hayim Greenberg,
member of the American Section
of the Jewish Agency Executive,
and will have offices in New
York and Jerusalem.
The New York office, under
the directorship of Dr. Benjam-
in Halpern, former managing
editor of the Jewish Frontier,
will serve the needs of Jewish
communities in the Western
hemisphere, Australia, New Zea-
land and the Phillipine Republic.
The Jerusalem office will- deal
with Jewish communities in - Eu-
rope, Asia and Africa. It will be
directed by Dr. Nathan Morris,
British-Jewish educator and Di-
rector of the World Union for
Jewish Education in Europe.

Palestine Appeal Calls
'Conference in a Crisis'

has been issued to more than
400 Jewish communities through-
out the country for delegates to
attend a special "Conference in
a Crisis" sponsored by the United
Palestine Appeal, Oct. 22-23, at
Shoreham Hotel, Washington,
D. C., Judge Morris Rothenberg,
UPA Acting National Chairman
announced.
Top ranking leaders in Jewish
and public life, as well as out-
standing, experts on affairs in
Israel, will join in the two-day
parley to appraise the whole
range of problems confronting
the Jewish State.

MOSCOW, (JTA)-Problems of
concern to Isra,e1 at the United-
Nations General Assembly dis-
cussed by •Soviety Deputy For-
eign Minister Gromyko and Dr.
Samuel Eliashev, head of the
East European Division of the
Israel Foreign Ministry, now
visiting Moscow.'
In his call= on Gromyko, Dr.
Eliashev was accompanied by
Mordecai Namir, Israel Minister
to Moscow. The UN plan to in-
ternationalize Jerusalem was one
of. the points covered in the dis-
cussion, Which - was later termed
a "very cordial conversation" by
a spokesman for the Israel lega-
tion.
