Stem Israel Unemployment;
Jerusalem Plan Condemned

TEL AVIV.—The upward trend
of unemployment in Israel since
the beginning of 1949 has finally
been stemmed and is now on the
decline, Shalom Cohen, direc-
tor general of the Labor Minis-
try, declared on a nationwide
broadcast.
The peak of unemployment
was reached in July when 9,600
persons registered with govern-
ment employment offices, Mr.
Cohen declared, adding that the
downward trend • became appar-
ent in August when 9,200 regis-
tered. As of Sept. 1, he said, the
total number of jobless men and
women registered with his de-
partment was 9,064.
He also reported that 18,000,000
pounds ($50,400,000) has already
been allocated by the govern-
ment for public works projects
which will provide 2,000,000 work
days. One million pounds has
been allocated for the construc-
tion of public schools through-
out the country, the Labor Min-
istry official stated.
Ten thousand new immigrants
have already been established in
agricultural settlements, he dis-
closed. A special fund of 180,000
pounds had been set up to con-
struct auxiliary farms in various
settlements for these new set-
tlers.

International Rule Rejected
By People of Jerusalem
JERUSALEM, (JTA)—In a se-

ries of mass meetings, demon-
strations and political rallies,
the people of Jerusalem gave
clear indication that they will
have no part of the latest United.
Nations proposal to internation-
alize their city.
Thousands of men and women
turned out to hear prominent
local and national leaders urge
opposition to the proposal by the
Palestine Conciliation Commis-
sion which would set up separ-
ate, autonomous Jewish and
Arab municipalities under the
overall control of a UN Commis-
sioner.
The demonstration, which had
been called with opposition to
"foreign rule" as its chief slo-
gan., demonstrated the solidarity
of the people of Jerusalem with
the ISrael Government. Every
one of the major political par-
ties, including the Communist
Party, held its own public pro-
test meeting. The meeting,
which was opened by Jerusalem's
Deputy Mayor, David Shraib-
man, unanimously adopted a
resolution expressing opposition
to the plan and calling on the
nations of the world not to im-
pose "foreign rule" on Jewish
Jerusalem.

At a Herut Party meeting,
speakers threatened that if the
Israle Government "fails to
take the initiative in counte-
ring Israel's enemies," an "in-
dependent Jewish Govern-
ment" will be set up in Jeru-
salem. •

All of this city's diplomatic
corps participated in memorial
services for Count Folke Berna-
dOtte, UN mediator assassinated
in Jerusalem last year. All flags
flying over the city were at half-
mast.

Unified Drives, Immigration
To Israel Urged at Parley

PARIS—The European Zionist
Conference concluded here Mon-
day night after delegates adopt-
ed a number of resolutions in-
cluding one urging that no sep-
arate campaign for any institu-
tion in Israel • be conducted dur-
ing the six-month period each
year when the United Israel Ap-
peal drive is in progress. The
only exception wiJ be the Jew-
ish National - Fund drive which
will continue throughout the
year.
The parley called on national
Zionist federations to organize
Zionist Hebrew and Jewish edu-
ational work as well as mass
'migration movements. The dele-
gates expressed their gratifica-
tion with establishment of a spe-
cial department in the Jewish
Agency for spreading of Hebrew

Happy New Year

The Jewish Agency has a def-
icit of $21,000,000 as a result of
its activities in behalf of immi-
gration to Israel and the ab-
sorption of the immigrants after
they arrive, Berl Lockers, chair-
man of the Agency in Jerusalem,
revealed. He said that the Agen
cy's expenditures for ,the past
eleven months amounted to $78,-
000,000 while its • income only
came to $57,000,000.
Mr. Locker, who is leaving for
— the United States shortly to at-
tempt to speed up the raising of
funds for Israel, reported that
300,000 Jews arrived in Israel in
the 16 months since it was es-
tablished, comparing this figure
with the 540,000 Jews who ar-
rived in the 28 years that Bri-
tain served as the Mandatory
Power in Palestine.
