Government spokesman, com-
menting on the UN Conciliation
Commission's plan for an inter-
national Jerusalem, said that al-
though the scheme "differs in
several aspects from earlier pro-
posals for internationalization
of Jerusalem the plan neverthe-
less adheres to concepts which
experience and reality have
proven impracticable."
The spokesman asserted that
ethe Commission's proposal ig-
nores the fundamental prob-
lems of sovereignty. "Without a
positive solution to this prob-
lerti, no stable regime can be set

—"Israel is willing and ready
to give f o r in a 1 guarantees
for the safety of, free access to,
and normal functioning of all
the Holy Places situated in the
Jewish sector of Jerusalem and
throughout Israel," • President
Chaim Weizmann declared. He
spoke here at the University of
Fribourg at a special ceremony
marking the 50th anniversary of
his doctorate in natural sciences
from the institution.
The Israel President also said
that his government would "wel-
come direct international super-
vision over the Holy Places and
institutions so that these guar-
antees would be a living reality."
He added that Israel had made
definite proposals on the future
of the Holy Places "based on a
synthesis of the interests of
Christianity and the State of Is-
rael."
Present at the ceremony, at
which the officials of the uni-
versity hailed Dr. Weizmann as
the most prominent student of
the school, were representatives
of the Swiss Government ? mu-
nicipal authorities, scholars and
leaders of the Jewish community
of Switzerland. Also present
were Israel representatives in
the country. After the ceremony
at the University, Dr. Weizmann
and his party were honored at a
reception.

New Israel Housing May
Clear Immigrant Camps

NEW YORK — The Palestine
Economic Corporation has an-
nounced the purchase by an
American firm of the manufac-
turing rights to a portable
microfilm camera invented by
Dr. Emanuel Goldberg of Tel
Aviv, outstanding expert in op-
tics and • a refugee from Ger-
many.
The model that Dr. Goldberg
brought to the United States to
be patented and sold was made
by Israel craftsmen in his fa-
mous precision instruments fac-
tory, in which the Palestine Eco-
nomic Corporation • is an in-
vestor.
The new camera, about the
size of a portable typewriter,
will facilitate research by scien-
tists, lawyers. engineers and
others who will be able to take
it into libraries, museums and
other archives for copying rec-
ords on small film. At the pres-
ent time the only cameras that
do this work are stationary and
bulky and require material to be
taken to them for photograph-
ing.

NEW YORK, (JTA)—Israel's
crowded immigration reception
camps are expected to be corn-
pletely emptied by Passover,
1950, as a result of the construc-
tion of 26,000 new housing units
by the end of this year and 15,-
000 more early next year, it was
revealed by Dr. Israel Goldstein,
who returned after a year's serv-
ice in Israel as treasurer of the
Jewish Agency.
Dr. Goldstein outlined a new
program under which the new
state's present population of 1,-
000,000 will be doubled in five
years. To absorb this huge flow,
he said, it is planned to double
the population of Jerusalem, col-
onize the vital corridor between
Tel Aviv and Jerusalem, and es-
tablish 400 new agricultural set-
tlements in Galilee and the Ne-
gev. In addition, entirely new
cities numbering approximately
60,000 persons each will alter the
barren face of large stretches of
presently unpopulated areas.

Declaring that "the proposal
would be rejected by every Jew

just and impracticable," Lipsky
pointed out that the new city
of Jerusalem—Jewish Jerusalem
—is 95 percent Jewish in popu-
lation. "It is inconceivable that
there should be a sovereign state
of Israel without a Jewish Jeru-
salem," he said.
Lipsky also voiced the deep
concern of American Zionists
over the many "disturbing re-
ports" that the United States
Government is "now pressing for
a solution to certain aspects of
the problem of the Middle East
which we are bound to regard as
hostile to the basic interests of
Israel." He added that these re-
ports cannot be dismissed "with
the easy phrases of diplomatic
language."
The Zionist leader called for
a "Fair Deal" attitude by Presi-
dent Truman toward Israel. He
requested an end to all "overt
or covert pressures' on Israel to
cede parts of its territory to
Arab states, and urged the
United States not to support any
policy which would call upon Is-
rael "to absorb impossible num-
bers of Arab refugees who fled
Palestine at the behest of Arab
war leaders." He also called for
active American support for the
initiation of direct negotiations
between Israel and the Arab
states, looking toward final
peace settlements.
