Israel Territorial Demands
Presented to UN Body
LAUSANNE (JTA) — Reuven
Shiloah, chief of the Israel dele-
gation, told the United Nations
Conciliation Commission f o r
Palestine that the Tel Aviv gov-
ernment wants the whole Pales-
tine question debated by the
United Nations G e n e r all As-
sembly. We said that his govern-
ment had agreed that the fron-
tier issue in particular should be
debated and that the Arab
states, the British and United
States . governments a n d "all
other interested parties" should
be "compelled" to state their ter-
ritorial demands and plans for
Israel. Hitherto, Israel has
shown a strong disinclination to
have these questions brought be-
fore the Assembly.
Israel's reply states that it
does not want the transfer to
Israel of any territory belonging
to any of the Arab states nor
does it require the withdrawal of
Arab forces from any territory
occupied at present. The reply
does not mention the Gaza
Coastal strip.
Israel repeats its previous of-

fer to accept 100,000 Arabs but
only as part of an overall set-
tlement of the refuge question.
The answer states that Israel
will cooperate fully with 'the
Commission's economic survey
group, but reserves the right to
refuse to implement any of its
recommendations.
The • Conciliation Commission
announced the names of the
British, Fr en c h and Turkish
members of its economic survey
group, which will study the eco-
nomic :development possiblities
of Israel and the Arab states
and which is headed by Gordon
R. Clapp, chairman of -the Ten-
nessee Valley Authority.
The British nominee is Sir
Desmond Morton, member of
the Spears mission to the . Mid-
dle East in World War I and an
aide to Winston Churchill in the
last • war. The French member
will* be Eric Labonne, political
adviser -to the' French govern-
ment and fornier Ambassador to

Truman Confers with Head
Of UN Economic Mission
WASHINGTON (JTA) — Gor-

dent "reflected intense interest
in the success of the mission be-
cause of its economic problems
which, until solved in part at
least, will make permanent
peace difficult to achieve." He

LAKE SUCCESS (JTA) —
United Nations Secretary-Gen-
eral Trygve Lie suggested that
the creation of the Middle East
economic survey group by the
UN. Conciliation Commission on
Palestine is entirely in line with
the United Nations' programs
for aid to underdeveloped areas.
He said the economic mission
will have some of the best ex-
perts in the world working with
it.

Authority and presently director
of the Inter-American Institute,
as general consultant to the sur-
vey group, particularly with res-
pect to refugee problems. John
