Red Mogen Dovid
Recognition Banned
For Second Time

GENEVA, (JTA)-Israel failed
in' her second full dress attempt
to win recognition of the Red
Mogen. Dovid as the fourth em-
blem of the International Red
Cross. The three universally rec-
ognized signs thus remain the
Red Cross itself, the Red Cres
cent for the Moslem countries,
and the Persian Lion and Sun.
Israel put her case before the
60-nation Red Cross conference,
meeting here under the presi-
dency of Swiss Foreign Minister
Max lietitpierre to draft new
"rules of war" for the atom age.
Israel lost a secret ballot for
recognition of the Red Mogen
Dovid by 24 votes against 18,
with three abstentions. On July
21 the same issue produced an
adverse vote of only 22 against
21, with seven delegations ab-
staining. ,

Democratic Legislation
Sets Israel Vote at 18

' TEL AVIV (JTA)-In the first
major reform of the election
laws of the new state, the Israeli
Knesset reduced the age require-
ment for voters from 21 to 18.
In political circles here the
'measure is considered one of the
most democratice pieces of leg-
islation of its kind. A six-month
residence requirement for _mun-
icipal elections also was written
into the .law.
Legislation designed to ex-
tend' government control over
f or e i g n currency transactions
and to prevent black markets in
- •foreign currencies was adopted.
. A third measure, • providing for
the extension of 1,600,000 pounds
($4,800,000) in loans to citrus
growers, was passed after a
Sharp fight. In response to a
General Zionist deputy's attack
on government subsidies, Fin-.
once Minister Eliezer Kaplan
retorted that the government
has done more for the citrus
growers in one year than the
British did during • the entire
period of their mandate.
