TEL AVIV. The military administration Of several parts of Israel will be ended
and security will be placed in the hands of the police, David Ben-Gurion, Premier and
Minister of Defense, said on Tuesday in a written reply to a question raised in the
Israeli Parlerdent.
The need for Israel to be ready with its army and a reserve made:.. up of every,
citizen trained in military discipline was stressed by Ben-Gurion in an address on Tues•
day.to. the incoming clasS at the Infantry Officers . School. The • Israeli Prime Minister
emphasized that the regular army and reserves must be prepared to meet new attacks
from the Arabs "who have not given up the fight!! He said that the new state must
continue military education despite its high cost to the civilian population. He empha.
sized, however, that the government policy is one of peace and that Israel would not
join with warmongering nations.

An Israeli Foreign Ministry spokesman categorically denied a report that Israel
has been handed a note demanding that she admit 800,000 Arab refugees who fled
Palestine during the Arab-Israeli fighting last year. (In Washington the State De-
partment declined to confirm or deny a report that it had sent such a note to the
Tel Aviv government.)
Transjordan authorities notified the. mixed - Israeli - Transjordan armistice core
mission that they have apprehended the murderers of two Israeli soldiers, who were
slain last ThUrsday while being escorted to their own lines. The Israeli Army has
demanded a joint board of inquiry.
Israel's offer to Egypt to allow 230,004) Arab refugees to return to the Jewish State, in
exchange for the ceding of the Gaza coastal plane to Israel, highlighted the week's nego-

Reuters quotes a source close to the Israeli-Transjordan armistice commission to the
effect that Israel is prepared to recognize a "temporary kingdom of Jordan administration"
over Arab-held Palestine in return for a territorial . adjustment to israel of Tra,nsjordan
territory. Specifically, the proposal calls for Transjordan to transfer to Israel a triangular
area extending from Hamme, south of Lake Tiberias, to the confluence of the Yarmuk and
Jordan Rivers and thence southward to the Jewish settlement of Tirat Zvi. The area is the
strategic hinterland of the Rutenberg electric works and possession of it would permit the
Jews to build military defenses against its seizure and damage or destruction—which oc-
curred at the beginning of the Palestine invasion. • The Hamme area is now occupied by
Syrian troops.

Adequate support for the financial needs
Hebrew Union College-Jewish In-
of the Union of American Hebrew Congregations and -
stitute of Religion was urged by DR. ABBA HILLEL SILVER (speaking) -at the combined
dinner campaign meeting in New York. Dr. Silver declared that, althought we must con-
tinue our philanthropic endeavors for the displaced Jews of Europe and the upbuilding"of
Israel, that "the establishment of the State of Israel has in no. way diminished the
primary and continuing obligation and opportunity of Jewish life, the development of a.
more affirmative religious cultural life in the United States. The establishment of the State
of Israel," he said, "was an act of historic necessity, but it does not represent the consum-
mation of Jewish destiny. The profound meaning of Jewish history lies in Judaism. In-
creasingly, our energies and our resources should be poured into the permanent and
positive spiritual and cultural institutions and enterprises of Judaism. Millions of Jews will
live in Israel in the days to come; millions more will live outside of Israel. It is the religion
of Judaism which will unite them, not any political bonds. For the sake of the Jews the
world over, it is imperative that we replenish the spiritual and religious reservoirs of
Jewish life—the synagogue, the religious school, the academies, the centers of Jewish
learning and scholarship. ' Shown with Dr. Silver (left to right) are DR. JULIUS MARK
of New York, senior rabbi of Temple Emmanu-El, who was the other principal speaker;

New York; and SYDNEY W. ROOS, chairman of the New York Campaign. "
