AJC Booklet Urges
Americanization, of
Immigration Laws

NEW YORK - Revision of
American immigration laws to
conform with national interests
and principles, and to eliminate
discredited racist isolationist and
bureaucratic approaches is re-
commended in booklet entitled,
"Americanizing Our Immigra-
tion Laws," issued by the Ameri-
can Jewish Committee.
The booklet contains the testi-
mony presented before. the Im-
migration Subcommittee of the
U.S. Senate Judiciary Commit-
tee on Sept. '23, 1948, by Irving
M. Engel, chairman of the ex-
ecutive committee of the Ameri-
can Jewish Committee, on behalf
of five national Jewish organiza-
tions: T h e American Jewish
Committee, Hebrew Immigrant
Aid Society, Jewish Labor Com-
mittee, United Service for New
Americans and Synagogue
Council of America.
In his testimony, Engel charg-
es that our quota laws do not
make it impossible for the
United States to be flooded with
immigration; rather they are
designed to limit European im-
migration, particularly of people
who were born in certain parts
of Europe. -
Pointing out that under the
existing laws "We do not admit
the maximum of 153,000 quota
immigrants a year," the study
shows that "from 1930 to 1947,
inclusive, the number of im-
migrants coming to the United
States has averaged only 60,868
per year, and if the figures for
net immigration are used-that
is, subtracting returning immi-
grants and other persons emi-
grating from the United States-
only 83,520 per year. This latter
figure represents only one-for-
tieth of one per cent of out
population."
The booklet urges the follow-
ing recommendations for major
policy changes in immigration
laws:
`(1) That Congress make the
quota system more flexible . by
permitting the carrying over of
unused quotas from year to year
and the transfer of unused
quotas from one country to an-
other. This action would make
possible full utilization of the
ceiling figure established by law.
(2) That the carry-over re-
strictions of the law be modified
to. permit the establishment of
a pool of unused quota of
the previous year and that this
pool be administered without
regard to national origins.
(3) That steps be taken to
eliminate the concept of racial
discrimination from our immi.
gration laws, and to extend
quotas to groups heretofore in-,.
admissible.

Czech Govt. Appoints
A Jew Envoy to Israel

Eduard
LONDON - (JTA)
Goldstucker, first Czechoslovak
minister to Israel, said he hoped
to arrive in Tel Aviv by the
middle of June. Goldstucker, a
Jew, was a member of the
Czechoslovak delegation to the
UN Assembly in London in 1946
and a delegate to the Paris
Peace Conference the same year.
