Of Israel's Admission to UN

-ROME (JTA)—Pope Pius XII
asked for the establishment of
an international regime in Jeru-
salem in an encyclical letter dis-
patched co all Catholic bishops.
Expressing satisfaction at the
armistice in Palestine, the Pope
declared that there was no real
peace there. He invited the
bishops to emphasize this situa-
tion to their congregations.
In addition to requesting inter-
nationalization for Jerusalem and
its surroundings. the Pope's letter
asked for the safeguarding of all
Holy Places in Palestine and free
a -,cess of pilgrims to them; lib-
erty for Catholic cultural insti-
tutions in the country; and con-
servation of the rights acquired
thelle by Catholics. •

LAKE SUCCESS (JTA)—Op-
ponents .of Israel's admission to
United Nations membership in-
dicated that they intend to urge
pcstponement of voting on the
Israeli application until the next
session of the General Assembly
in September.
The anti-Israeli forces are
greatly encouraged by the fact
that the General Assembly de-
cided, by a vote of 31 to 18, with
seven abstentions, to refer the
Israeli abplicatiori to its Political
Committee despite the fact that
the Assembly's steering commit-
tee recommended last week that
the Assembly take an immediate
vote on admission.
The Soviet Union was the only
delegation which came out at the
Assembly in outright support of
Israel's immediate admission. The
United States, while supporting
admission, did not speak up in
behalf of immediate admission.

WASHINGTON — A national
lottery in Israel to sell govern-
ment bonds which pay no inter-
est has attracted widespread at-
tention here.
Treasury Department insiders
have expressed amazement at
the lottery which is rapidly
draining inflation money in Is-
rael. The Israeli plan is being
observed by congressmen, some
of whom have for years advo-
cated public lotteries to stimu-
late bond sales. .

A recent editorial in the Wash-
ington Times-Herald urged that
the United States adopt Israeli
Finance Minister Eliezer Kap-
lan's lottery idea. The editorial
ridiculed a series of raids di-
rected by U: S. District Attorney
Morris Fay against small-time
gamblers in the District of Col-
umbia, including bookies and
numbers rackets people. It was
entitled, "Mr. Fay Makes the
Raids, Israel Makes the Money."
