Citizens' Group Backs
Library Aid Proposal

On April 4, Detroit voters will
be asked to pass on a charter
amendment designed to relax the
financial limitations now imposed
on the Detroit Public Library.
Though half a million De-
troiters regularly "help them-
selves" at the library, regardless
of race, creed, color or degree of
education, the library today is the
only unit of local government
which cannot receive emergency
aid from the city.
Charter Amendment C, placed
on the ballot by the Common
Council at the recommendation of
the Charter Study Committee,
will permit the City of Detroit to
supplement funds now available
to the library through its millage
allotment when the city sees the
need for additional library funds.
A Citizen's Committee, formed
to promote the Charter Amend-
ment, is headed by Judge Ira W.
Jayne and includes prominent
representatives of civic, church,
educational and labor groups,

Rabbi Leon M. Fram ; Dr. B. Bene-
