Our ZOA Presidential Candidate

House Group Libel Bill
Termed
Objectionable
Proposal by The Jewish News that Judge Simon Rifkind
•

of New York should be accepted as a neutral candidate for
the presidency- of the Zionist Organization of America has
aroused countrywide interest, according to information reach-
ing Detroit.
- Judge Rifkind heads the committee on future planning
for the ZOA. As an appointee of Dr.. Emanuel Neumann, it
is believed that he and his committee would be the proper
people to form a new Zionist Cabinet to map complete reor-
ganization of the ZOA, on an impartial basis.
In the best interests of American Zionism, The Jewish
News again offers its proposal. It is our conviction that now,
more than ever, it is necessary that politics should be elim-
inated from Zionist planning and that the most acceptable im-
partial candidate should be urged to take the presidency.
There is some talk of early convening' of the ZOA dele-
gates to a May rather than the traditional July convention..
Since most communities are engaged in UJA drives, an early
date would be harmful to Zionist planning. We urge the
usual time for the ZOA convention—in July—and the draft-
ing of a man of the high standing of Federal Judge Rifkind.
In this way, the Zionist problem should and can be solved
without additional personality controversies.

NEW YORK,. (JTA)—A' group
libel bill introduced in the House
by Rep. Arthur G. Klein was
criticized by the Joint Commit-
tee to Combat anti-Semitism
which said the bill "tends to
frustrate any serious effort to
outlaw' the dissemination of anti-
Semitic and other anti-racial
propaganda." The Klein mea-
sure was based on a study by the
American Jewish Congress, and
*was co-sponsored by Reps. Jacob
K. Javits, Kenneth B. Keating,
William Dawson and Eugene J.
Keogh.
The Joint Committee charged
that the bill failed to make a sin-
/ gle reference to anti-Semitism
and cited one clause in the bill
as particiularly objectionable. The
clause reads: "No person shall
be convicted if such a statement
(referring to libellous statements)
is true, or honestly believed by
him, upon reasonable grounds,
Abrams and Ginsburg to be true." The Joint Commit-
tee also asserted that the
