Because of the war radiotelephone service between Israel and

It didn't take long for the land of the anti-Semites to react to

Editor, The Jewish News:

For 4,000 years Jews have made
interest-free loans in order to
maintain the health and stability
of individuals. families or. busi-
nesses.
Chronic disease is a persistent
destroyer, harming individual,
family and business. Government
or private corporation interest-
free loans to offset the ravages of
chronic diseases are good invest-
ments, in view of 4.000 years of
successful Jewish free loan
groups.
Using the village, city, town-
ship or county as basis, there can
be local control and maintenance '
of the doctor-patient confidence
so essential to healing.

TEL AVIV (Palcor) — Prime
Minister David Ben-Gurion's new
four-party coalition cabinet ex-
pects to have no trouble getting a
vote of confidence from the
Knesseth Israel (Parliament)
when it convenes here next week
despite the fact that the left-wing
socialist Mapam, second strongest
party in the country, and the
General Zionists. have both de-
clined invitations to enter the
coalition.
The four parties comprising
the cabinet now—Mapai, the mod-
erate Israeli Labor Party of
Prime Minister Ben Gurion; the
orthodox United. Religious Bloc;
the Progressives and ep im
(Eastern Jews) will be able to
muster 73 of the 102 votes in the
Knesseth, 12 more than required.
Four Portfolios Vacant
As constituted now the Cabinet
has 12 portfolios assigned, seven
of them to Mapai members, and
four still vacant. Unless Vlapam
and the General Zionists change
their minds, the additional port-
folios will be distributed among
others. In the present organiza-
tion, Ben-Gurion retains the Pre-
miership as well as the Defense
Ministry. Moshe Shertok remains
Foreign Minister; Eliezer Kaplan,
Minister of Finance, and David
Remez, Minister of Communica-
tion. All are leaders of Mapai.
. Three new members, all from
Mapai, were added to the Cabi-
net. They are: Mrs. Golda Mey-
erson, one-time Milwaukee school
teacher and currently Israeli Min-
ister to Moscow, who now be-
comes Minister of Labor and So-
cial Insurance: Dr. Bernard (Dov)
Joseph, Montreal-born former
Military Governor of Jerusalem,
who becomes Minister of Supply;
and Zalman Rubashov, 60-year-

old editor of the newspaper Da-
var, who, with Mr. Ben-Gurion,
was one of the co-founders of His-
tadrut, the Israeli •Labor Federa-
tion. He becomes the Minister of
Education.
Orthodox Members
The Orthodox members are
Rabbi Judah L. Fishman who re-
tains the portfolio of Minister of
Reli e • o , Rabbi Itzchak
Minister of Social Welfare and
Moshe Shapiro who becomes
Minister of the Interior. The pre-
mier's office has taken over in-
formation.
Sephardic member. Behor Shi-
treet retains the Ministry of Po-
lice and Judge Felix Rosen-
bleuth, of the Progressive Party,
remains as Minister of Justice.
The vacant portfolios are in
health, commerce, agriculture and
housing.
The Mapam party council. de-
cided by a vote of 150 to 53 not
to join . the cabinet. The major
differences between Mapam and
the majority party, Mapai, appear
to be over foreign policy. Mapam
has tried to pin - down Prime
Minister Ben-Gurion to commit
his government to decline Mar-
shall Plan aid, to refuse bases to
Britain and America if requested
and not to join any Mediterra-
nean bloc. Mapam advocates a
pro-Soviet orientation for Israel.
The General Zionists demand
guarantees of the same rights
for private enterprise as for col-
lective enterprise. Their main
reason for not joining the cabinet
however, was that only one seat
was offered them while they de-
' mand two.
