Bnai Brith. He is survived by

Gen. Clay Ready to Turn
Over use Koch to Germans
In Soviet Zone for Trial
WASHINGTON (JTA) — Gen.
-Lucius D. Clay, American com-
mander in Germany, has agreed
to hand over Ilse Koch to the
Germans in the Soviet zone for
trial.
Gen. Clay signed the commu-
tation of sentence from life im-
prisonment to' four years for the
widow of a former commandant
of the Buchenwald concentration
camp who was accused of using
human skin for lampshades and
other articles.
According to the report, the
Army will permit Frau Koch's
extradition to Thuringia, in the
Russian - zone, in - October, 1949,
when her present four-year term
is completed. The Thuringian au-
thorities requested extradition
several months ago. •They charge
Ilse Koch with brutality toward
German nationals.
Gen. Clay's readiness to turn
Frau Koch over to the Germans
is laid to the report of the Senate
Investigating Committee on the
Koch case, which criticized the
Army for its handling of the case,
refused to recommend her retrial
by the Americans but urged that
if she is tried by the Germans the
Arrny should cooperate fully with
the . prosecution.
Dr. Ignatz Zollschan Dies
. LONDON (JTA) — Dr. Ignatz
ZbIlschan, famous radiologist, an-
thropologist and author, .died
after an unsuccessful operation to
halt the progress of cancer. He
was 71. He lectured at the Hebrew
University in Jerusalem.

JDA Announces Program
To Meet Its 1949 Goal
NEW YORiK, (JTA)—A four-
point program of action to meet
the 1949 Joint Defense Appeal
goal of $6,826,115 was announced
by Charles W. Morris, chairman
of the JDA National Council.
He outlined the four-point pro-
gram as follows:
1. Council members. will seek to
have the Joint Defense Appeal incor-
porated in local Welfare Fund- cam-
paigns as an "integral, important and
publicized constituent."
2. They will work far "fair local
quotas" in communities, the quotas
to be considered prior to the cam-
paign for inclusion in the local goal.
3. JDA will increase the number of
its regional conferences to reach
every state and section of the country.
At the same time it will offer the
cooperation of its personnel in sup-
port of Welfare Fund drives in orde,r
t ostimulate greater giving.
4. JDA National Council will call
upon . the American Jewish •Commit-
tee and the Anti-Defamation League
to enlist the participation of their
membership in support of Welfare
Fund drives. The Joint Defense Ap-
peal is the fund-raising- arm of the
American Jewish Committee and the
Anti-Defamation League, of _Bnal_
Jeivish Congress Asks
$2,000,000 During 1948
PHILADELPHIA, (JTA)—The
American Jewish community will
be asked to contribute $2,000,000
in 1949 for continuing the Ameri-
can Jewish' Congress' civil rights
and Jewish cultural program in
the United States and its activi-
ties for the protection of Jews
abroad, it was announced by Han-
old B. Cohen, chairman of the
organization's national finance
council. The Congress is conven-
ing here to mark the 30th an-
niversary of its -founding conven-
tion in 1918.

TEL AVIV, (JTA)—The Israeli
Government announced that the
Dominican Republic (Santo Dom-
inga) has officially recognized the
state of Israel. The tiny Carib-
bean nation became the 21st to
grant recognition to the Jewish
state.
