Direct Peace Talks With Arabs

TEL .AVIV (JTA).—The Israeli Foreign Ministry on Tuesday charged Biitish troops
with having reached Palestine on Arab.front lines and that large quantities of arms and.
equipment, including heavy tanks, were unloaded in Basra in Iraq, at Khurnn. Shahr
in Iraq and at Aqaba in Transjordania.
The London -War' Office promptly denied this charge, but Israel immediately coun-
tered with a request to the UN observers' staff to look into the report of a . not incon-
siderable number of British troops having arrived to aid the Arabs.
Countering also the Anglo-Chinese line followed by Dr. Ralph Bunche. in Paris, sraeli
spokesmen asserted that only direct peace negotiations With' Arabs • will solire the war
problem and that elimination of British influence is necessary in the tragic Middle East
situation.

Bunehe Continues to Follow Anglo - Chinese Line

PARIS

(JTA).—The Security Council met in closed session Tuesday morning and
heard Dr. Ralph Bunche present his plan fOr the establishment of neutral zones between
belligerents, followed by gradual and general demobilization, leading to peace. Under
his plan, regular progress reports of implementation would be filed with the Council.
Dr. Bunche and Brig. Gen. William Riley participated in another discussion meeting
Wednesday, when the Big Five, in addition to Belgium and Colombia, all members of
the special committee formed by the sanctions resolution, met to "advise" Dr. Bunche
on his duties concerning the sanctions plan.
In a joint press conference with Gen. Riley, Bunche Tuesday evening admitted
being uninformed on the alleged Russian aid for. Israel or the existence of an arms airlift.
Replying to questions, Riley stated that some airfields in Israel are unobserved. This situa-
tion developed—because certain Arab states refused UN observers access to their air-
fields. Consequently Israel also refused. Riley told the press Saturday afternoon that
he gave the Arab only a military appraisal of the situation, making no political observa-
tions or recommendations. Bunche and Riley said that naturally their appraisal was secret.
Riley added that he would have the same report for the Israel representative. He denied
having stated that the Nov. 4 resolution is unrealizable. Bunche stated he was for direct
negotiations but did not agree they were the only means possible to achieve 'the end-
with armistice and peace.
Riley and Bunche stated they never heard officially that Israel won't withdraw, and
Bunche stated he believed in the withdrawal to lines he recommended and was for de-
militarization and demobilization leading through the truce to peace.
The general impression was that Bunche was acting within the clear framework of
the Anglo Chinese resolution and the American amendment. Israeli observers state that
the only positive previous element for direct negotiations is being eliminated and demili
tarization and withdrawal taking place on Israeli soil is reducing Israeli territory to the
advantage of Arabs. Bunche's proposal clearly fits the framework of the Bernadotte
plan, it is charged.

the Negev. The Jewish soldiers captured the desert fortifications

during the last days of fighting near Hulequat, after fighting their

way to victory at Beersheba in the battle to prevent the Egyptians

from blocking the Jewish convoy routes and from cutting off the

settlements in southern Palestine. The lower photo shows some of

tory. The happy warriors acquiied beards during the week of fighting.

Since the Negev victory, an order has been issued by the Jewish

Army general headquarters that Israeli troops cut off their beards.

-Exceptions are made for soldiers in mourning and those who main-

tained permanent whiskers. Thus, a shaving spree is expected in Israel.

Meanwhile reports are current in Israel, France, Switzerland and

the United States that the Egyptians have entered into indirect peace

negotiations with Jewish leaders. Some of the Arab states continue
