"The Negev, which has emerged from a strait-jacket, cannot now return. to crip- pling confusion," 'he. declared. The UN Security Council also received a written Israeli claim that the Lebanese forces had broken the truce . in Galilee, in northern' Palestine. . Assurances were given this week' that the Export-Import Bank is approving of a loan for Israel and that 'de jure recognition will be given by the United States as 'soon as the Jewish State has a dubr elected, representative government.) Threatening "self defense against Zionist _ aggression" unless the Security Council. Makes "new aggression impossible," Egyptian, Lebanese and Syrian representatives hurled new accusations of truce breaking against Israel. The Arabs even attempted to lay guilt for the latest Lebanese assaults against Jewish positions at the door of Israel. A series of Arab speeches were delivered after acting mediator Dr. Ralph Bunche de- clined the invitation of the President of the Council to give his report on the situation. The Egyptian delegate asserted that Zionists "whose ambitions have grown recently" are waging an aggressive war against Egypt which seeks nothing but peace. He charged that Israelis violate 'the UN arms embargo daily and have built up considerable air force and naval units which are now participating in the battle, and that a large number of arms factories have been established throughout Israel. Thus, he maintained that Israelis have derived "tremendous advantage in violation of the truce" and their military situa- tion has improved greatly. He added that "hourly" hundreds of new Arab families are being dislocated. - / The Lebanese delegate declared that his troops had only defended themselves in northern Galilee but. admitted they had defended themselves so vigorously that it seems they ended up on the offensive. The Syrian delegate charged Jews with long having planned offensives in the Negev and Galilee in the hope of establishing a fait accompli. He urged "neutral" powers on. the council to address themselves to the Palestine issue. As Egyptian forces were throwing a defensive arc around Gaza (I), Israel's troops were able to overcome the invading forces and t4 establish a land- link with the Negev. The victory followed three days of air and land fighting in the Gaza area, where the Egyptians had cut off supply lines to 25 isolated Jewish settlements. New hostilities mean- while broke out in Jerusalem. The truce asked by the United Nations Security Council now is in force in southern Palestine, with Israeli authority re-established on the lifeline to Jewish colonies. The capture of Beersheba by Israeli forces was completed several hours before the new truce went into effect. Communiques Report Iraqi Attacks TEL AVIV (JTA)..—Israel's. Foreign Minister Moshe Shertok returned from Paris Monday but is expected to go back there shortly. An official communique stated that Iraqis attacked all day Monday at Mazar, southeast of Affuleh, and at Lajjun and Me- giddo,' southwest of Affuleh. Iraqis used artillery and small arms. Shelling came from the vicini, y of Jenin. In Eastern Galilee sniper firing persisted Monday, while in the Negev all was peaceful.
