Morgenthau, Austin. Meet,
Confer on Israel Problems
PARIS (JTA) — Henry Mor-
genthau, Jr., United Jewish Ap-
peal chairman, en route to Israel,
conferred with Warren Austin,
chief U. S. delegate to the UN.
After the meeting Morgenthau
told a press conference that he
was discouraged by the pre§ent
American attitude toward various
aspects of the Palestine problem.
He added that the prospects of
an immediate American loan of
$100,000s00 to Israel were prac-
tically zero. He , expressed the
hope_ that the UN would 'swiftly
- settle the Palestine problem along
the lines laid down in last No-
vember's partition decision, warn-
ing that if not it risked a com-
plete failure. -
He said Israel was operating
under a severe strain because it
has diverted 100,000 men to the
armed forces from productive ac-
tivity.

Arabs from Holy City Positions

counterattacks drove Arab Legion

The Israeli communique re-
vealed that not only had the
Arabs been routed from Jewish
positions, but they had been
ousted in some cases from in-
stallations which they had held
prior to their attacks. Apparently
the main Arab base lost to the

land sector in that area 'which
had been "demilitarized by the
UN, but from which the Arabs
had refused to move.

State Council Adopts
$31,200,000 Budget
For Six-Month Period
TEL AVIV, (JTA) — The Israel
State Council approved a budget
of $31,200,000 for the period from
July through December of this
year. The budget does not include
expenditures for security. Opposi-
tion to the budget came only from
Revisionist members of t h e
Council.
The Council also authorized the
issuance of treasury bills, retain-
ing periodical control over the
quantity issued. Recommenda-
tions submitted to the Council
for the Israeli flag and crest by
a sub-committee of experts were
rej ected. --
.Sixteen men and women de-
tained by Israeli authorities under
the Emergency Defense Regula-
tions on suspicion of membership
in the Stern Group were , released
after interrogation.

Needs for 1949
NEW YORK (JTA) — Henry
Morgenthau, Jr.,:farmer ,Secre-
tary of the Treasury and general
chairman of the United Jewish
Appeal, is in; Israel to make an
on-the-spot survey of how the
funds contributed in the United
States are being spent_ for large-
scale immigration from the DP
centers and other parts of Europe
and the needs of Israel in pro-
viding for the absorption of more
than 100,000 newcomers a year.
On this; his first visit to the
Jewish state, Mr. Morgenthau
will discuss with experts in im-
migration,, agriculture and indus-
try the - requireMents fat 1949
and the financial support that
will be required through the
United Jewish Appeal. He will
also confer with President Chaim
Weizmann, Premier David Ben .
