Israel's Dilemma for 5709: Plowshares 5 National Organizations Urge

American immigration
laws and their administration
show the effects of a discredited
isolationist, racist and bureau-
cratic approach, and must be re-
vised to conform with American
interests and principles, Irving
M. Engel of New York, chairman
•of the administrative committee
of the American Jewish Commit-
tee, declared at hearings of the
Senate Judiciary Committee.
A plea for the "Americaniza-
tion" of U. S. immigration laws
and the rationalization of govern-
ment immigration machinery was
made' in a 27,000-word presenta-
tion by Mr. Engel on behalf of
the American Jewish Committee,
whose committee on immigration
he heads, and of four other major
national Jewish organizations:
the Hebrew Immigrant Aid So-
ciety (HIAS), the Jewish Labor
Committee, the United Service
for New Americans and the Syn-
agogue Council of America.
Declaring that in immigration
matters "there has been too much
reliance on action by govern-.
ment bureaus, too much red tape,
and not enough reliance upon the
common sense, wisdom and initi-
ative of ordinary American citi-
zens," Mr. Engel asserted that,
contrary to the view taken by
Congress, immigration is not a
matter of interest only to the im-
migrant, but is of concern to
plain American citizens.
Mr. Engel urged that,, within
whatever over-all quotas Con - .
gress may set up, question of se-
lection and preference ,should be
decided as much as possible by
Americans willing to agcept spe-
cific responsibility for the
sequences of their decisions and
as little as possible by govern-
ment. .
Among his recommendations
for major policy changes in im-
mig•ation laws were: That Con-
gress make the quota system
more flexible by permitting the
carrying over of unused quotas
from year to year and the trans-
fer of unused quota's from one
country to another; that the
carry-over restrictions of the law
be modified to permit the estab-
lishment of a poll of the unused
quota of the previous year and
that this poOl be administered
without regard to national
origins; that steps be taken to
eliminate the concept of racial
discrimination_ from our irn.
migration laws, and to extend
quotas to groups heretofore • in-
admissible..
Mr. Engel urged that the Ad-
ministrative Procedures Act,
which compels Federal bureaus
to give fair hearings to all inter-
ested parties before issuing new
regulations or making decisions,
and which authorizes judicial re-
view to check unjust executive
action, be amended to protect the
interests of American citizens in
matters concerning immigration.
"Immigration is of concern to
American citizens just as much as
shipping rates or radio broad-
casting regulations," he said.

On the advent of 5709 which ushers in Year II of Israel's liberation, the world knows that Israel seeks
peace and cooperation with her neighbors, but she will countenance no attempt to frustrate her construc-
tive purpose. The men and women of Israel have shown that they are able, when attacked, to beat their
plowshares into swords. When left in peace they will gladly beat their swords into plowshares again.
Even in the heat of the War of Defense against the wanton aggression of the Arab League, new land
tracts were redeemed by the Jewish National Fund in Israel, and new settlements (like the above) were
established in the Negev and in Galilee. When the Jewish State was proclaimed there were 335 Jewish
agricultural settlements in Israel; 235 of them on land of the Jewish National Fund. Seventeen new settle- ,
ments have been founded since Israel proclaimed her independence in accordance with the United Na-
tions' decision. .
Girding for defense, if necessary, and peace, if possible, the State of Israel and her friends everywhere
will face and fulfil the great tasks of the new era in the history of the Jewish people.

Dr. Haber to Return from Europe
To Address Annual JDC Meeting
CHICAGO.—Dr. William Ha-
ber, Adviser on Jewish Affairs in
Germany to Gen. Lucius D. Clay,
Commanding General of U. S.
Forces in Europe, will be a fea-
tured speaker at the 34th annual
conference here on Oct. 31 of the
Joint Distribution Committee,
major American agency aiding
distressed Jews overseas.
Dr. Haber will fly to the meet-
ing from Frankfurt, Germany,
where he has been stationed for
nearly a year as chief counselor
to Gen. Clay on the problems of
the 145,000 displaced Jewish
men, women and children in the
U. S. Zone of Germany. .
The meeting, which will be
held in the Palther House here,
will be open to the public. No
funds will be solicited, it was
disclosed, since JDC . receives
funds for its overseas relief, re-
settlement and reconstruction op-
