U.S. Backs Bernadotte's Report;
Creates Serious Israeli Crisis

PARIS (JTA).—Secretary of State

George C. Marshall's proposal that the
United Nations General. Assembly
should adopt the late Count Folke
Bernadotte's report, and the endorse-
ment of the report, in a radio address
on Monday night, by French Delegate
Alexandre Parodi, has created the
most serious crisis for Israel since the
StAte's establishment on May 14.
The Bernadotte report, received by
the UN at theTalais de Challot on the
very day on which Berdanotte was
assassinated, proposes the ceding of -
the Neoev to the Arabs in return for
all. of Galilee; transformation of Hai-
fa into a free port and of Haifa into a
free airport; the political future of the
Arab areas to be determined by the
'inhabitants themselves and the abol-
ishing of the mediator's post for which
a conciliation commission is to be sub-
stituted.
Bernadotte further proposed that
Jerusalem be internationalized.

C. Marshall said in a statement to the
press in Paris released by the de-
partment here on Tuesday.
The U. S., he said, "strongly urges"
the parties concerned and the den-
eral Assembly "to accept them - in
their entirety as the best possible
basis for bringing peace to a distract-.
ed land."
In his statement the Secretary -
pointed out that "no plan could be
proposed which would be entirely
satisfactory in all respects to every
interested party.
"The complexities of the problem
and the violent emotions which have
been engendered are such that the,
details of any plan could be debated
endlessly..It is our sincere hope that
the parties concerned will realize that
their best interests and the interests
of the world community will be
served by accepting in a spirit of fair
compromise the judgment of Count
Bernadotte."
The text of the Secretary's state-

In the year 5708 a new nation—Israel—was born. The
dream of generations became the reality of the hour. In the
-year 5709 a new era dawns for Jews everywhere as a result of
the establishment of the Jewish State. It marks the beginning
bf the end of the homelessness and misery of hundreds of
thousands of our fellow. Jews- in European lands. The heroism
and the toil of the Jewish pioneers of Israel have brought a
new birth of freedom and opportunity. Confronting the Jews
of America in the New Year is the historic challenge to build
a better future for the courageous survivors of tragedy anal
oppression.

The $250,000,000 Destiny Campaign • of the United Jewish
Appeal is the instrument through which we can provide the
funds which can make possible this rebirth of our people.
Through the United Jewish Appeal, we must in 5709 continue
and extend our assistance for unprecedented immigration to
Israel, for rehabilitation of Jews remaining in Europe and for
adjustment aid for those who reach the United States. The


New Year is full of promise—promise that can be brought to
reality through the programs of the Joint Distribution Com-
mittee, the United Palestine Appeal and the United Service
for New Americans.

Jewry is seriously challenged by the latest tragic events in
Jerusalem. But by following the path of justice we shall surely
overcome all obstacles.

In Detroit we fulfill our obligations to the UJA through the
Allied Jewish Campaign. By making immediate payment on our
5708 pledges and by mobilizing our forces for 5709—to be
ushered in on Rosh Hashanah, Sunday evening, Oct. 3—we
will be fulfilling our share as moulders of Israers,destiny.

By giving priority to the Allied Jewish Campaign and by

making a total success of the JDC-sponsored SOS (Supplies
for Overseas Survivors) Day on Oct. 31, Detroit Jewry will be
playing a noble role in relief and reconstruction efforts in 5709.
