250,000 Should
Enter Israel Each
Year, Official Says

TELU AVIV (JTA) - Israel
must receive 250,000 immigrants
a year, Eliahu Dobkin, head of
the Immigration Department of
the Jewish Agency, told the 61st
meeting of the Council of the
Histadruth at its first meeting
since the proclamation of Israeli
statehood.
Dr. Chaim Hoffman, Jewish
Agency representative in Ger-
many, 'stressed the urgency of
immediate immigration into Is-
rael of Jews from Europe and
said that time should not be
wasted in economic planning for
absorption and resettlement of
immigrants but all efforts should
be concentrated on the largest
immigration within the shortest
time.
Joseph Frumkin, Histadruth
economic expert, outlined a proj-
ect . from the absorption of an-
other 100,000 immigrants within
a year and called on the Hista-
druth to send envoys to Europe
to train prospective immigrants
for settlement here. He said that
13,000 recent immigrants had set-
tled in Haifa, bringing the Jew-
ish population of that city to
95,000.
Future arrivals, he stated, will
be settled in Tiberias and Safad,
in Gajilee and a large proportion
in Jerusalem. He called for a gi-
gantic housing scheme for the
country's anticipated immigrants
and proposed a worldwide cam-
paign to raise the millions of dol-
lars necessary to finance this.
The Council voted the equiva-
lent of $500,000 from Histadruth
funds for assistance in resettling
immigrants and adopted a reso-
lution proclaiming that "our
gates must remain open to the
largest possible immigration."

Recognize State of Israel
LONDON (JTA)-After being
exhorted by several Members of
Parliament to extend recognition
to the state of Israel, Foreign
'Secretary Ernest Bevin told Com-
mons that he "had nothing to
add" to his statement in the
House on June 9 in which he
said that the British Government
does not recognize any persons in
Palestine as a de jure govern-
ment. During the debate, Barnett
Janner, Labor, pointed to the
United Nations' recognition of
the Provisional Government of
Israel as a precedent for Britain
to follow.
S. Segal, another Laborite,
termed Israel the "most progres-
sive country in the entire Middle
East" and urged that the British
Government "assist. the Arab
states to face reality by granting
de facto recognition to Israel."

James Maxwell's "I Never Saw
An Arab Like Him," published by
Houghton Mifflin Co., is a fascin-
ating collection of stories, mate-
rial for which the able author
gathered while with the U. S.
Army Counter Intelligence Corps
during the war. •
There are interesting descrip-
tions of Jews and Arabs, and
references to Middle Eastern con:
flicts which affects the entire
world political picture today.
One Arab wants to fight Zion-
ism, but he is not sure of his
ground and is confused. He is
against Pan-Arabism which he
calls fascism.
Maxwell writes about English-
men and Americans as well as
Arabs and Jews. Of the 13 stories
in his fascinating book which may
well be called a mixture of hum-
or and pathos, the one called
"Strictly from the Mississippi" is
perhaps the most interesting one.
Lt. Goldstein is annoyed by Zion-
ist propaganda. His mother is a
strong Zionist, yet he feels that
there is too arrogant an attitude
in Jewish claims that the war
has failed to put an end to big-
otry. But something happens. An
Italian calls him "Ebreo" ("Jew')
in a taunting way and Goldstein
"swung the Italian around by his
shoulders. He grabbed the man's
lapels in his large hand, pulled
him close, and then using his
right fist like a hammer, brought
the outside of it down on the
Italian's jaw ... Goldstein waited
for what seemed an hour for any-
one to start for him and _then
he elaborately spat on the floor
and walked out . . . 'That felt

ways enlightening.

There is another book about
the Middle East-Robin Maugh-
am's "Nomad", published by Vik-
ing Press-which has made many
readers angry. The volume is an
insult to Jews and appears to
be founded on prejudices which
leave a very bad odor.
Maugham, who describes his
experiences during the war, ap-
parently acquired his prejudices
from two anti-Jewish British of-
ficials, "Glubb Pasha and Brigad-
ier Clayton, both noted for their
anti-Zionism, the former having
hired out as military leader of
the Arab Legion.
Jews are painted in a bad light
by the British author of "Nomad."
At one point, it is true, he pays
a tribute to Jewish achievements
in Palestine. But in the main his
attitude is reflected in statements
like these: "Palestine is an Arab
country . . . The refugees from
fascism brought the totalitarian
technique to Palestine. Innocent
settlements of religious Jews
were perverted and the sanctuar-
ies were menaced . . . the pure
stream of the Jewish religion was
poisoned. Zionism bred a world-
wide gang."
This is the language of a Clay-
ton, the thinking of a Glubb. And
that makes Maugham's "Nomad"
an abhorrent book.
