Paris UN Meeting to Get
Israel Membership Request

LAKE SUCCESS (JTA) — The
first step towards applying for
admission to United N a t i o n s
membership was taken by the
Israeli Government in addressing
an eight-page memorandum to
each member of the Security
Council, emphasizing that the ad-
' mission of Israel into the family
of nations would enhance the
prospects for stability and peace
in the Near East.
The formal application for ad-
mission to UN membership will
be made by the Israeli Govern-
ment at the forthcoming meeting
of the UN General Assembly in
Paris next month. In the memor-
andum addressed to the members
of the Security Council, Aubrey
S. Eban, Israeli representative,
pointed out that "Israel qualifies
for membership under Article
Four of the UN Charter, since it
is a state—peace-loving and ready
to accept and abide by the obli-
gations of the Charter."
LAKE SUCCESS (JTA)—Act-
ing on a warning from UN Pales-
tine mediator Count Folke Ber-
nadotte that the situation in Jeru-
salem is "gradually getting out of
hand" and that the strife might
spread to all of Palestine, the Se-
curity Council adopted a proposal
aimed at preventing any break-
down in the truce. The proposal,
presented to the Council by the
U. S. delegation and supported by
the British, French , and Canadian
delegations, gave the mediator
wider powers to enforce the ob-
servance of the truce. TN. Jews
and Arabs, under the terms of the
proposal, were each made respon-
sible for acts of "irregulars" with-
in their respective territories.
Israeli representative Aubrey
Eban called the attention of the
Council to a seeming contradic-
tion between the UN mediator's
demands and a previous ruling.
He pointed out that while Berna-
dotte now requested that neither
•party institute reprisals against
attack, the mediator had previous-.
ly ruled that a limited defense
was permissible. U. S. delegate
Philip Jessup said that• the reso-
lution adopted by the Council
does not contradict the mediator's
earlier ruling.

UN Convoy Attacked
TEL AVIV, (JTA) — A white
flag was hoisted by UN observ-
ers over a disputed area near
Kfar Saba where continued
shooting has been', going on for
two days. The observers, arriv-
ing today on the spot which is
north-east of Petach Tikvah, de-
clared the disputed area as a
"no-man's land."
A jeep-load of American ob-
servers attached to the United
Nations truce • commission was
fired on near Latrun, according
to a statement by Alexis Laddas,
of the UN Secretariat.
Laddas also told correspondents
that he had just received a re-
port from Jewish engine -2-.:..
examined the Latrun water-
pumping station, dynamited by
the Arabs on Aug. 12, stating that
the ruined equipment was be-
yond repair. Gen. A. A. Lund-
strom, chief of staff to Count
Folke Bernadotte, has cabled the
mediator's headquarters on the
island of Rhodes recommending
that a Jewish engineer fly to
Britain or the United States to
obtain new machinery.
An Israeli Foreign Of fice
spokesman denied an Arab radio
report that Government House
in Jerusalem had been occupied
by the Israelis. He 3aid the
building remains in the hands of
the Arabs, who received it from
the International Red Cross. The
Israeli spokesman charged that
the Arabs brought armed men
into the building, fortified it and,
despite the fact that it is a Red
Cross enclave, have been using
it as an operations base against
Jewish positions.
Foreign Minister Moshe Sher-
tok cabled a complaint to
Count Bernadotte in Stockholm
that the Arab Legion in Jeru-
salem, contrary to the current
understanding, has not evacuat-
ed their "no-man's land" posi-
tions which its units occupied
during the truce. In listing
the Arab violations of the truce
in Jerusalem, Shertok included
the death this week of Zeev
Herzog, Israeli Army liaison of-
ficer who was fatally wound-

ed while escorting the U.S. Con-
sul-General John J. MacDonald
through the "no-man's land."
In a letter to UN representa-
tive John Reedman, the Israeli
Foreign Office listed 20 Arab
breaches of the truce in Jeru-
salem which occurred Aug. 8-10.
To Build Modern Highway
An auto highway from Metula,
northernmost point of Palestine,
running all the way to the Gulf
of Aqaba, a distance of more than
250 miles, is planned by the Is-
raeli Government, Mordecai Ben-
tov, Minister of Labor, stated.
A second plan on which Israeli
engineers are working is the con-
struction of an underground rail-
way extending from Tel Aviv to
Haifa, a distance of about 50
miles, the Cabinet member said.
This will reduce traveling time
between the two cities from two
hours to 45 minutes.
Bentov stated that his ministry
expected a total of 3,000,000 Jew-
ish immigrants within 10 years
and that all future settlement
projects would be based on that
figure.
Protest Egyptian Confiscations
The Israeli Government today
protested to UN liaiSon officer
John Reedman over the Egyptian
Government's confiscation of 140
cases of clothing and shoes con-
tributed by the South African
Jewish community to the Joint
Distribution Committee for new
immigrants to Israel.
A government spokesman re-
vealed that the Arab community
in Israel is receiving the same
food rations as Israelis. He noted
that the Arabs are being given
more flour than the Jews since
they consume more bread.

Cantor to Campaign for UJA

Explosive Situation
An explosive situation develop-
ed following the rejection by Col.
Moshe Dayan, Israeli military
commander, of an Egyptian ulti-
matum that Jewish troops occu-
pying a Jewish girls' farm train-
ing school several hundred yards
from Arab positions evacuate the
building. Col. Dayan declared
that the area is under Red Cross
jurisdiction and, therefore, it is
no concern to the Egyptian corn-
mander whether or not the Jews
entered the school.
