Federation Clarifies Its Stand
On Israel Material Collections
In a statement issued on Tuesday by the Jewish
Welfare Federation, outlining the relationship .of the
Allied Jewish Campaign-which provides the funds for
Israel's reconstruction-and other collection agencies of
materials for Israel, endorsement is given to efforts for
the gathering of automotive equipment, shoes, raincoats,
blankets, towels, kits, and food-canned meats, fruits,
powdered eggs and milk.
The statement points out that this collection. for
Material for Palestine in the Aid-to-Israel project under-
taken by Bnai Brith is to continue until Sept. 26, all
efforts thereafter to be devoted to the annual SOS drive
of the Joint Distribution Committee for refugees in
Europe and on Cyprus.
_ "Incidental small contributions of cash may be
accepted and applied to cover the expense of handling
and shipping," the statement says, and it points out
that "the United Jewish Appeal is the major agency for
assistance to refugees in the United States, our people in
Europe and in Palestine and the ONLY agency through
which American Jews can contribute funds for defense
purposes in Israel."
It is thus indicated that cash contributions are to
go only to the Allied Jewish Campaign which "is not
authorized to accept materials or machinery and refers
these to the appropriate collection committees."

Zionists Demand Jewish Agency's
Separation from State of Israel
TEL AVIV (PTA)-The' resig-
nation from the Jewish Agency
executive of those who are now
members of the Israeli cabinet
was demanded by Dr. Abba Hil-
lel Silver, Prof. Selig Brodetsky,
Dr. Nahum Goldmann. Dr. Em-
anuel Neumann, Dr. Igancy Sch-
warzbart and others at the first
meeting of the newly-elected ex-
ecutive of the World Confedera-
tion of General Zionists.
All speakers emphasized that
the World Zionist Organization
will not be able to carry out its
_work efficiently, if members of
the Israeli Government retain
their seats on the Jewish Agency
executive. Such a situation
would sooner or later lead to
a crisis. they argued. It would
also lead to the weakening of re-
sponsibility on the part of the
Zionists abroad with regard to
helping in the development of
the Jewish State, and would
limit the activities of the World
Zionist Organization to that of a
philanthropic movement, . they
Pointed out.
Dr. Neumann declared that he
is prepared to resign from the
executive if no radical change is
introduced in the constitution of
the Jewish Agency, or if the
Agency continues its work under
the dominant influence of the
Israeli Government. A clear dis-
tinction between the State of
Israel and the World Zionist Or-
ganization was also favored at
the meeting by Dr. Fritz Bern-
stein, member of the Israeli
Cabinet. a member of the execu-
tive of the Jewish Agency.
A definite division between
the Israeli Cabinet and the
Jewish Agency executive would
eliminate from the latter not
only Dr. Bernstein, but also
David Ben Gurion, Moshe
Shertok, Eliezer Kaplan, Dr.
Isaac Gruenbaum and others
who are members of the cabi-
net. It is understood that some
members of the cabinet are
against taking such a step.
An attempt to head off a pos-
sible split between the "A" and
"B" factions within the General
Zionist movement was made here
by Dr. Silver. Commenting on
the decision of the "A" group to
abstain from participation in the
sessions of the World Confedera-
tion of General Zionists opening
here Wednesday, Dr. Silver said:
"Upon the establishment of
Israel, an obligation has fallen on
the shoulders of the General
Zionist movement-we must or-
ganize Zionists in the Diaspora
and prepare them for immigra-
tion to Israel. We must also give
them agricultural and other
training. The General Zionists
must organize funds for Israel.
We must now have two centers-
one in Jerusalem, to handle im-
migration, settlement and ab-
sorption; and the other in the
United States, to supervise the
organization of the Zionist move-
ment in the Diaspora and the
handling of economic problems
connected with Israel." A split at
this time between the "A" and
"B" factions. in the General
Zionist ranks must be avoided
since it would greatly ,weaken
the whole movement, he empha-
sized.
The main causes for the possi-
ble rift in the General Zionist
ranks are economic, particularly
those concerning the agricultural
set-up in Israel and the "respon-
sibilities of employers" towards
their employees. The "A" group,
which is politically more Left
than the "B" group, is headed by
Interior Minister Dr, Itzhak
Gruenbaum.
Condemns Party Lines
The World Confederation of
General Zionists adopted a plat-
form which emphasizes that
every Jew must have the right to
come to Israel to settle and to
work there. A resolution regret-
ting the absence from the con-
ference of the General Zionist
group, which is led by Israeli
Minister of Interior Dr. Itzhak
Gruenbaum, also was adopted.
The platform adopted by the
Confederation alSo emphasizes
that the General Zionists will
fight against the present system
of allocating Israeli immigration
certificates along party lines. It
urges that aid to new immigrants
be given by the state of Israel as
a whole and not on the basis of
political groupings. The dele-
gates elected a world executive
of 43 members and a council of
78.
Dr. Israel Goldstein, chairman
of the United Palestine Appeal,
expressed fear that the cleavage
within the General Zionist camp
in Israel-which he termed un-
justified-may lead to a separa-
tion within the party's ranks
abroad and demanded unity
among General Zionists.
