Hays Defines Terms
In State Department
Employment Issue

NEW YORK (JTA)-Drawing
a distinction between "a Jew"
and "an avowed Zionist" in mat-
ters closely concerning Palestine
in this country, Arthur Garfield
Hays, special counsel for the
American Civil Liberties Union,
clarified, a communication to the
Jewish Telegraphic Agency, his
recent statement to the press in
which he said that if he were in
the- State Department. he would
not employ a Jew in an office
which dealt with matters con-
cerning Palestine.
"What I meant to say, and
what I should have said, was
that I would not employ an
avowed Zionist in any matter
that closely concerned Palestine,"
Hays wrote the, JTA. "I do not
believe that a person who is em-
otionally involved in a problem
can approach it with the neces-
sary detachment," he added.
Hays explained that he had
stated at a press conference that
if he were connected with the
State Department, he would not
employ a Communist, not be-
cause the man was a Communist
but because he would not trust
him in any matters concerning
Soviet Russia. It was in this
connection, he added, that as an
illustration he said that he would
not employ a Jew in the State
Department on matters which in-
volve the Palestine issue.
"I used this illustration be-
cause, since I am a Jew, I thought
it would make my position per-
fectly clear," Hays emphasized.
"Nothing was farther from my
mind than the suggestion that
there should be any racial or re-
ligious test for employment in
the State Department or any
other governmental department.
My activities of a lifetime should
be sufficient to negate any such
absurd idea. I did not think that
my statement was subject to mis-
interpretation. I was probably
wrong, and should not have made
a statement like that without a
full explanation of the point at
issue."

building to house the offices of
the United Jewish Appeal . of
Greater New York at an annual
saving in rental costs which will
make the entire project self-
liquidating within a short period
of time were announced by Sam-
uel D. Leidesdorf.

N. Y. State Could Absorb
50,000 DPs, Corsi Says

NEW YORK (JPS) - About
50,000 displaCed persons, proper-
ly selected by occupation; could
be absorbed by industry and ag-
riculture in New York, State
Industrial Commissioner Edward
Corsi said. Corsi, chairman of
the State Committee on Displaced
Persons, reported that offers of
specific jobs for DPs in this state
have been pouring into his office.
Fred Umhey, treasurer of the
International Ladies' Garment
Workers Union and a member
of the committee, said the needle
trades alone would hire 10,000
skilled garment • workers if they
could get them. Chester Du
Mond, State Agricultural Com-
missioner, estimated that farm-
ers of this state could hire 30
per cent of 50,000 DPs if Wash-
ington allocated that many to
New York. Corsi said there were
15,000 jobs in state hospitals, in
concerns doing precision work,
like watch repairing and tool
making, and in domestic service.

Publish U. S. Edition
Of Rabbi Hertz' Siddur

NEW YORK, (JPS). - The
first American revised -edition of
the Authorized Daily Prayer
Book with commentary, introduc-
tions and notes by the late Chief
Rabbi Joseph H. Hertz, of Brit-
ain, was issued by the Bloch Pub-
lishing Co. of New York City.
The Siddur, 1145 pages, con-
tains Hebrew text with English
translations and a 15 page intro-
duction by Rabbi Hertz titled
"The Jewish Prayer Book." The
Siddur is divided into sections
I titled: The Week-Day Service;
The Service for Sabbaths and
Festivals; The Life of Man (Oc-
casional).

Sentence Two Leaders
Of '38 Ansbach Pogrom

MUNICH, (JTA) -Richard
Haenel, former mayor of Ansbach
during the Nazi regime, and Ges-
tapo leader August Reutelshofer,
were sentenced by a Nuremberg
court to nine and two months im-
prisonment respectively. T h e
two were charged wtih instigat-
ing the notorious anti-Semitic
riots of November, 1938, in Ans
bath, and of robbing and burn-
ing the local synagogue. Twelve
other defendants who partici-
pated in the program were acquit-
ted.
Two German civilians - Ru-
dolph Gabler, 21, and Ferdinand
Lechner, 25-were executed by
a U. S. firing squad for murder-
ing a displaced Jew traveling by
rail from Munich to Garmisch.
The Jew was said to have been
preoccupied with his prayers at
the time of the attack, which oc-
curred last week.

U. S. Jewry's Support
Brought 50,000 to Israel

NEW YORK, (JTA) - Dr. Is-
rael Goldstein, chairman of the
United Palestine Appeal, who left
for Tel Aviv to attend the forth-
coming session of the Zionist Ac-
tions Committee, reported that
the migration to and resettlement
of 50,000 Jews in Israel since Jan.
1, 1948, was due mainly to contri-
butions by American Jews.
