Distribute Aid to 57 Agencies

Federation Budget Committees
Reflect Wide Areas of Thought •

Jewish Welfare Federation budgeting and allocation of
funds are conducted according to a flexible plan which the
Board of Governors has constantly striven to make more ac-
curately suited to the needs of Detroit's 90,000 Jews, who,
through the Allied Jewish Campaign,. give financial support
to 57 different social services. t..>

To make sure that every school
of Jewish thought is represented,
budget committees include not
only members of the Board of
Governors of the Federation,; but
also campaign workers from the
Trade and Professional, Women's
and Junior Divisions, and other
leaders in the community whose
special knowledge and under-
standing will help to make the
allocations intelligent and just.
The budget • committees this
year worked within a formula al-
ready set up by the. Board of
Governors under which $4,050,-
000 was set aside for the United
Jewish Appeal whose three tre-
mendous tasks include the Joint
Distribution Committee's aid to
European Jews, the United Pales-
tine Appeal's support of Israel
and Haganah, and the United
Service for New Americans re-
settlement of refugees in this
country. The board also set aside
special allocations of $200,000 for
a Jewish Community Center ex-
tension building, $285,000 for
shrinkage, $43,150 for contin-
gency fund in case a liberal bill
should be passed permitting more
refugees to come here, and five
per cent for campaign and emerg-
ency fund.
Five Types of Agencies
Lump amounts were also set
aside for the five classifications
of agencies within which the
committees made their allocation.
These include overseas, civic pro-
tective, education and cultural,
health, welfare and service, and
central services.
Each of the five sub-commit-
tees met several times, taking up
the discussion of each agency in-
dividually. Material used for
these discussions included not
only the agency's own budget,
but objective comments on its
program presented by the Coun-
cil of Jewish Federations and
Welfare Funds.
An example of how carefully
the agencies were examined is
found in the special recommenda-
tions of the educational and cul-
tural sub-committee,. which sug-
gested that four different major
agencies should be studied during
the coming year to determine
whether they still deserve in-
clusion in the campaign, and two
local agencies were advised to
take special steps for improving
certain phases of their own oper-
ation.
Overseas Allotments ,
The chairman of the budget
sub-committee on overseas
agencies—including the Ameri-
can Fund for Palestinian Institu-
tions, the Jewish Telegraphic
Agency and the Hebrew Immi-
grant Aid Society—was Mrs.

of Israel will not be allowed
to participate in the Olympic
games, it` was ruled here by
the International Olympic
Committee. The ICC executive
committee rejected an appeal
from Israeli sports organiza-
tions asking that the ruling
be reconsidered.

New JWV Commander

Harry Madison of Detroit was
named chairman of a Fifth Re-
gion • committee to draft Myer
Dorfman of St. Paul as the next
national commander of the Jew-
ish War Veterans of the United
States.
Harold F. Moran, also of De-
troit, JWV department command-
er for Michigan, was named com-
mittee treasurer.
The 14-state Fifth Region, at a
recent conference in Louisville,
Ky., picked Dorfman unanimous-
ly as its candidate to succeed
National Commander Julius
Klein of Chicago at the next
JWV national encampment the
week of Sept. 15 at Monticello,
N. Y.
A successful St. Paul manu-
facturer and merchant, Dorfman
is a member off JWV's National
Executive Committee and its
budget and policy committees.
He is active in St. Paul Jewish
affairs and in, 1946 was picked
as St. Paul's "Man of the Year."
He is an ardent Zionist and a
member of the ZOA. In 1947 and
1948 he was chairman of the St.
Paul United Jewish Fund cam-
paigns. A year ago, when JWV
held its national convention in
St. Paul, Dorfman was president
of the convention corporation.
