ZOA Disavows Newly-Formed
'Americans United for Israel'

NEW YORK. (JTA)—The Zion-
ist Organization of America, in a
statement issued by Dr. Emanuel
Neumann, its president, warned
American Jews not to suppcirt
any new groups that were Solicit-
ing funds for Israel, and repu-
diated the recently-reorganized
"Americans United for Israel"
which, it said, has not been sanc-
tioned or authorized. by any of-
ficial Zionist body_.
The new group announced that
it was replacing "Americans for
Haganah," which had been dis-
solved by a decision of the Amer-
ican section of the Jewish Agen-
cy. The Jewish Agency, in a
statement, called upon Americans
"not to contribute to any cam-
paigns under whatever name for
support of military organizations
in Palestine."
-- The Agency's statement em-
phasized "that upon the estab-
lishment of the state of Israel and
the creation of a single unified
defense army, no organization is
authorized by the government of
Israel to solicit contributions in
the United States for any inde-
pendent organizations, such as
the Irgun," and also stressed that

since Haganah has been merged
in the official national defense
army of the Jewish state s 'the
.purposes of 'Americans for Ha-
ganah' have been fully served.
and the organization accordingly
.will promptly suspend its activi-
ties."
The ZOA said that at the con-
eluding sessions of its 51st an-
nual convention in Pittsburgh,
the more than 2000 delegates
unanimously went on record re-
questing all Jews in America not
to support unauthorized groups
seeking financial contributions
for Israel, outside of the United
Jewish Appeal, without official
approval.
The ZOA. statement charged
that the latest organized group
by its admission and in state-
ments published in the American
press, "is merely a device to cir-
cuinvent the recent request of
the American section of the Jew-
ish Agency which called upon
`Americans for Haganah' to dis-
continue its activities and dissolve
its organization in view of the
establishment of the Jewish Army
which supplants Haganah."

the men was released on bail.
In London, the Foreign Office
stated that the declaration of
,Jerusalem as occupied territory
does not change its claims since
the five men were kidnapped
when Jerusalem as yet was not
claimed by Israel.
The Israeli government on
Tuesday announced that it would
keep the Jerusalem-Tel Avii road
open via Latrun for non-military
traffic. In the last few days nego-
tiations were conducted by, Israeli
liaison officers with UN observers
regarding the opening of the main
road to Jerusalem. It was decided
to open the road for the transport-
ing of food and other non-military
supplies through the Arab-held
Latrun sector under UN control.
Only fhe area with the pumping

station was to remain in Arab
hands. This resulted in an Israeli
threat to close down the. Arab Le-
gion's main supply route at La-
trun and Ramallah if the Arab
Legion and the UN observers do
not permit the use of the main
road's pump station by Israel.

Plans and Plots
UN mediator Bernadotte is said to be considering summoning
Arab Palestine leaders with a view to sounding them out on the
formation of- an Arab provisional government. He will suggest a
plebiscite in the Israeli area. . . . In anticipation of this eventuality
Arabs have become vociferous about their refugees from Israel,
demanding their return from exile.. . . The Arabs agree to a plebis-
cite since the rejection of the proposal by Israel- would enable them
to raise the false claim that the Jews in Israel are opposed to a
plebiscite for fear of being outvoted by the Arabs and the bi-nation-
alists. . . . A new plot is being hatched in Cairo—the formation of a
Palestine government-in-exile by the ex-Mufti in one of the Arab
states. . . . With the possible exception of Transjordan, the Arab
states .plan recognizing the Mufti as head of the exile government.
Dr. Nahum Goldmann is slated for the London ambassadorship
when Britain recognizes Israel.
British Foreign Secretary Bevin. recently told American diplomats
over a glass of ale in London that "Britain has thwarted Jewish
national aspirations for 30 years despite the Balfour Declaration and-
we will do it again despite the UN decision".

The Home Front
If there is a HIAS merger with JDC it will be limited to overseas
activities and only for the duration of the DP emergency . .. It is
the prediction of this corner that HIAS will retain its identity no
matter what the outcome is of the current merger negotiations.

is no longer functioning. . . Samuel Hollander of Chicago is slated
for the chairmanship of the combined campaign of Union of Amer-
ican Hebrew Congregations, Hebrew Union College and Jewish
Institute of Religion.
- The late Dr. Solomon Solis-Cohen once _published a volume of
translations of Medieval Hebrew poetry. . . A poem published by
him in 1887 on a religious theme was included in the famous anthol-
ogy "Songs of Three Centuries," edited by John Greenleaf Whittier.

Books and Authors
The late Supreme Court Justice Cardozo was an unassuming man
and the tenth anniversary of his death last June passed as unnoticed
as he would have wanted it. . . . A monument to the great Jewish
jurist a decade after his death was established by Fallon Publications
with the recent release of the "Selected Writings of Benjamin Nathan
Cardozo," edited by Margaret E. Hall.
The need for a history of the World Jewish Congress has finally
been met with the publication of "Unity in Dispersion," the com-
posite work of a number of scholars associated with the movement
. . . The volume, as Dr. Ktibowitzki points out in his preface, was
written against a wide background and_ necessarily includes the
history of the Jewish people in the past 30 years, since the activities
of the Congress since its inception have been woven into the woof
and warp of Jewish history. . . . The volume shows the fine hand of
my friend and scholar Maximilian Hurwitz, to whom Dr. Kubowitzki
refers in his preface as a "most competent, sagacious and indefa-
tigable editor."
