Nation Associates Exposes
`Sabotage Israel' Oil Plot

Secret Report Shows American Dollars in Oil Royalties Used
To Pay for War Against Jews; Charge State
Department-British Collusion

Conclusive proof that the
American oil combine, known as
Aramco, is working with the Bri-
tish Foreign Office ,and the Arab
League controlled by the British
government to destroy the effec-
tiveness of every act of the Uni-
ted Nations and the president of
the United States, with respect to
the implementation of the UN de-
cision on Palestine; the de jure
recognition of the provisional
government of Israel; its stabili-
zation through a loan and arms
to the Haganah; and that in this
objective, Aramco has the active
collusion of the Near Eastern
Division of the State Department,
headed by Loy Henderson, was
submitted to President Truman
by The Nation Associates.
This proof was sent in a mem-
orandum to the president by Fre-
da Kirchway, president of The
Nation Associates, in its behalf.
Simultaneously, copies of the
memorandum were submitted to
Trygve Lie, secretary general of
the United Nations, members of
the Security Council and other
UN delegations, expressing the
hope that action would be taken
by the United Nations, as well
as by the president, to put an end
to the efforts to undermine the
state of Israel and, with it, the
authority of the United Nations
as well as peace in the Middle
East.
The Nation Associates disclosed
that the oil companies were the
emissaries to the State Depart-
ment to secure the cancellation
of partition and the adoption of
a compromise in the form of a
so-called Jewish Vatican State,
proposed by the Arabs themselves
to be based on Tel Aviv. This was
long part of the objective of the
British Foreign Office and has
now been revived in -slightly
amended form by the British in
collaboration with the Near Eas-
tern Division of the State De-
partment. A ghetto state is what
the British Fore„ign Office hopes
to achieve during the truce per-
iod. In this it has the cooperation
of the State Department, accord-
ing to the memorandum ofd The
Nation Associates.
Secret Report Written
The charges are based on a se-
cret report written by James
Terry Duce, a vice president of
Aramco to the president of his
company, which in turn was sub-
mitted to the State Department
and became . that department's
Bible in sabotaging the United
Nations' decision with respect to
partition.
Duce's report reveals that:

(1) Oil Concessions are not and have
never been in jeopardy.
(2) That Duce sold leaders of the
Arab states the idea of using Ameri-
can dollars in the form of oil royal-
ties to finance the war against the
Jews.
(3) In the course of organizing the
now of American dollars for arms to
kill the Jews,' Duce told the Arab
leaders that when the President of
the United States instructed the
United States delegation to vote for
partition; the President did not have
a thorough understanding of the con-
sequences.
(4) On the other hand, Duce as-
sured Arab leaders that the Middle
Eastern experts of the United States
government meaning the Near East-
ern Division of the State Department;
were opposed to partition.
(5) Duce advised the Arabs that he
believed that partition would be Can-
celled.
(6) Duce undertook to convey to
the State Department the proposal of
Azzam Pasha, the Secretary of the
Arab League, in the form of a "Vati-
can State" for the Jews—a promise
which has been kept.

In presenting the information
to the president, The Nation As-
sociates asked for the dismissal
of those officials in the United
States • government who have
been cooperating with the oil
companies and the British Foreign
Office.
Ghetto State Is Objective
Discussing the collusion be-
tween the State Department and
the British Foreign Office to use
the truce period for negotiating
an agreed settlement as close to
Azzam Pasha's ideas as possible,
the memorandum says that the
American government representa-
tives are not only suggesting re-
ducing the area of the Jewish
state, but have used the term
"Vatican State." The, Foreign Of-

Farouk of Egypt, using the for-
mer Mufti of Jerusalem as his

It is inconceivable that a coun-

Further, the memorandum dis-
closes that when King Farouk,

The memorandum disclosed
that Britain's reward for defying
the policy on Palestine laid down
by the president of the United
States and the United Nations is
in the form of a billion dollars
invested in England to establish
refinery plants which would es-
tablish England as the largest
oil refinery center in the world
outside of the United States, by
which financial support, • more-
over, says the document, the oil
companies "are giving Britain
leverage against the United
States." Involved in this opera-
tion ,are American oil companies
with the largest concessions in
the Middle East such as Standard
Oil of New Jersey, Standard Oil
of California, Texas Company,
Gulf Oil and Shell Oil Company.
In addition, the document re-
veals that the failure of the Syr-
ian Parliament to ratify an agree-
ment for a pipe line from the
Saudi Arabian oil fields to Syria
is due not to anger at partition,
but rather to (a) the refusal of
the Trans-Arabian Pipe Line
Company, American-owned, to
grant what it regarded as exor-
bitant demands put forward by
Syria; and (b) to the fact that
the British-owned and controlled
Anglo-Iranian Oil Company is
planning a rival pipe line from
Iran and has offered the Syrian
government much better conces-
sions.
Dollars for War Against . Jews
Duce tells in his report that
within a fortnight of the United
Nations decision of November,
with respect to partition, he in-
terviewed the most important
leaders of the governments of
Saudi Arabia, Egypt, Syria, Iraq,
as well as Azzam Pasha, the sec-
Tetary. general of the Arab
League. As a result, he learned
that no cancellation of oil leases
was contemplated and that:
"It is recognized in govern-
mental circles that it would be
to the vast profit of the Arab
group to facilitate the opera-
tions of the company. It would
give a flow of dollars into the
hands of governments, which
they badly need, especially if
hostilities in Palestine should
be prolonged. This is recognized
by practically all the people."
With respect to the secretary
of the Arab League, -Duce says
that Azzam Pasha realized the
importance of the oil concessions
"that he had supported us in the
meetings of the league . . . that
he knew we were not pro-Zionist
and that it was in the interest of
the Arab people to see us continue
our operations,.:'
As proof of the help which
Aramco had been giving, Duce
told the Arab leaders: "I had en-
deavored to get honest men to
come to the Middle East and re-
port factually on the situation"
. . . and that "there were repor-
ters in the Middle East who were
reporting faithfully the situation
as it actually stood."
Smears Jews
Nor was Duce above smearing
the Jews. Admitting that he had
no contact With the Jews, none-
theless Duce told the State De-
partment that "the good (sic)
Jews are leaving Palestine, and
that Arabs are leaVing Palestine,
to take refuge in other lands. The
Palestine groups of Jews remain-
ing are showing more radical
tendencies. The red flag flies in
Palestine along with the star of
David, 'and it is generally recog-
nized that Jewish Palestine will
be organized as a communistic
state."
As far back as Dec. 22, Duce
was able to tell the State De-
partment that if the guerrillas,
organized by the Arab League
into a voluntary army, should
be defeated in Palestine, the reg-
ular armies Could be used. He
also warned the United States
that the Arabs were not only well
