Documents Reveal British
Ploi to Destroy Partition
Blum Meets Dalton
Memorandum Disclosing Britain's Intelligence Records on
Deliberate Sabotage Submitted to United Nations

Secret British records disclos-
ing the deliberate sabotage of
• the UN November 29 resolution
on Palestine were presented to
the United 'Nations by Freda
Kirehway, president of The Na-
. tion Associat9s, isa behalf • of that
organization.
In a memorandum submitted
to the UN quoting from these
_ records, The Nation Associates
discloses the British plan for
chaos, the purpose of which is to
- force a retreat and the replace-
. ment of the Nov. 29 . resolution,
with a scheme either for canton-
' ization or a federal state. •
The memorandum was submit-
ted to Trygve Lie, Secretary
General of the United Nations,
with a request for its submission
for action. A copy was dis-
patched to President Truman
with an urgent request that
American policy should not be
built on the British policy of
betrayal, and for a new directive
the American delegation
to
which would place the delega-
. tion in the leadership in' demand-
, ing implementation of the • Nov.
- 29 resolution.
British Complicity in Revolt
A. The Memorandum pro-
duces the documentary evidence
to show British complicity and
that:
(1) British representatives attended
the meeting of the Arab League where
the Arab revolt was first planned, and
that the British representative in
Egypt, Brigadier P. A. Clayton. reg-
ularly attends the League meetings.
(2) The British first suggested the
use of volunteers in the Arab invad-
ing forces instead of the regular ar-
mies of the Arab „states as a means of
avoiding 'UN complications.
(3) British Intelligence is aware of
every move of the invading forces in
Palestine.
(4) The British in Palestine have
sent messages to . Arab leaders request-
ing them to ask the invaders to be
"as unobtrusive as possible."
(5) The Arabs have instructions not
to attack the British.
(6) In the opinion of the British
. Military Intelligence the Arab invad-
ers are a pacifying and stabilizing
force.
(7) The British have deliberately
kept the Arab Legion in Palestine to
harrass the Jews.
• (6) As far back as Feb. 13 the
. British knew of King Abdullah's plan
to take over -P\alestine; and that under
_ past and current treaties, the Arab
Legion could not make a single move
without British knowledge and con-
sent.
. (9) They knew of an effort be-
tween Arabs of Haifa to get the
IV2ufti's consent to have Haifa de-
clared an open city, but made no
move to assure this when the Mufti
declined to do so.

B. Another section of the doc-
ument deals with the steps of
the Palestine Administration to
dissipate the assets of the coun-
try on the -assumption that at the
the termtnation of the mandate
a vacuum would be created and'
there would be no successor gov-
ernment.
C. At the same time, as a-move
to present the UN with a 'fait ac-
compli in terms of segregating
the -Jews and turning over the
largest part of Palestine to the
Arabs, the British have de-
stroyed central authority.
D. Documentary proof is of-
fered further that the failure to
`protect the Tel Aviv-Jerusalem
road is not an accident, but a
design to force the Jews either
to keep the road open them-
selves or to starve.
E. A section of the memoranz
dum is devoted to disclosure con-
cerning the Brtish intention to
retain military bases in Palestine
and control land; 'rail and sea
connections to the. Middle East.
F. To assure uninterrupted
connections by rail, the Palestine
government has transferred to
the government of Transjordan
the Hejaz Railway, linking Pal-
estine, Transjordan and Syria.
On April 1, 1948, the British
transferred" the* El-Kantara-Aafa
Railway to the Egyption State
- Railways, which are partially
British-owned. By disposing of
these two rail connections the
British accomplish the double
purpose of guaranteeing their
own control of sealing off Jewish
Palestine from all access to the
outside world except at the mercy
of the Arabs. .
G. A main military base' has
been established by the British
at Rafa at the southern border of
Palestine.
To insure undivided control,
the British authorities three
'days after the passage of the
partition resolution by the
United Nations General As-
sembly which gave the Negev
to the Jewish state with the
exception of an area in the
southernmost tip of the Negev,
invited the Jews to evacuate
the area. The ostensible reason
'Was the inability of the British
to protect the Jews against
Arab aggression. The real rea-
son was the desire of the Brit-
ish to hold the whole of the
Negev as a, base for‘themselves.
- H. Under the breakdown . of
control authority the ArabS are
the chief beneficiaries. Ceded to
the Arabs were such important
installations as the water plants
at Ras-el-Ain and Safad. It is
intended to turn over the Jaffa
port, which will-affect the fate of
Tel-Aviv port, which 'legally at
this stage is still designated as
the northern section of Jaffa port.
I. The Memorandum discloses
a report on Dec. 29, - 1947, by the
Lebanese envoy in London to his
Foreign Minister on 'a meeting
vvith Foreign Minister Bevin in
which he quotes Mr. Bevin as
saying: "Now that the question
has reached this stage, we are
determined to withdraw from
Palestine so that Arabs and Jews
should remain alone to face each
other and the hard facts."
Exchanges of communications
between the chairman of the Mu-
nicipal Commission of 'Jerusalem
and British security officers dur-
ing January, February and
March, are quoted to show the
danger to the Jerusalem water
pipeline and the fact that the
Secretary of the Arab Higher
Committee told the chairman of
the Jerusalem Commission that
while the committee would try
to prevent any injury to the line,
"there are lunatids in all com-
munities for whose acts the
community cannot be responsi-
ble." The chairman of the Jeru-
salem Municipal Commission
finally withdrew his demands
for protection of the pipeline
when the Lydda District Com-
missioner and the military com-
mander of the South Palestine

NEW YORK (JTA)—A total
of more than $9,230,000 was spent
in 1947 by 314 Jewish community
centers affiliated with the ,Jew-
ish Welfare Board, it was re-
vealed in the annual JWB re-
port to be presented formally to
the JWB annual conference in
Chicago, May 8-10.
JWB's work, as distinct from
that of its member community
centers, included aiding hospi-
talized veterans and service men,
distributing to them various re-
ligious articles, including 200,000
pray4er books. The JWB employs
a staff of 17 Army:Navy field
workers and 34 full-time. and
124-part-time chaplains to carry
on its. work. Assisting them were
282 volunteer Army-Navy corn-

NEW YORK. (JTA)—An ap-
propriation by the Joint Distribu-
tion Committee for May of nearly
$5,400,000 brings the total 1948
appropriations to date to more
than $30,400,000.
On the recommendation of JPC
European chief Dr. Joseph J.
Schwartz, the organization is
launching a special summer carap,
project for thousands of Jewish
youngsters in Europe, particu-
larly those suffering from malnu-
trition and orphans. Approx-
imately 140,000 Jewish children
in Europe are receiving JDC aid.

tors throughout the U. S. have.

supplies for Europe's Jewish
children this summer, in t °oper-
ation with the SOS (Supplies for
Overseas Survivors) collection , of
the Joint, Distribution Commit-
tee.
To augment the substandard
diets of Jewish boys and girls in
the DP camps and elsewhere, the
summer camp directors have set
a goal of 250,000 cans of milk—
more than 5,000 cases—in addi-
tion to canned food, clothing and
other vital supplies. The overall
goal is twice the amount collect-
ed during 1947.
NEW YORK.—Jewish students
seeking admission to American
colleges will hereafter be able
to take their college entrance
examinations on Sunday in lieu
of Saturday, according to an
agreement arranged by the Rab-
binical Council of ' America, it
was anounced by Rabbi Morris
Max, executive vice president of
the Rabbinical Council.
Rabbi Max said that students
requesting such a change of date
should notify the College En-;
